BASIC PURPOSE: To perform
evaluations, registrations, inspections and reviews of complex special or
unusual use license applications for both radioactive material and radiation
generating equipment under general supervision and to assist with radiation
emergency responses when needed.
CHARACTERISTIC
DUTIES AND RESPONSIBILITIES:

Performs license
applications reviews under general supervision.
·
Performs
radiation-generating equipment inspections and inspects facilities for
licensure of the use of radioactive materials.
·
Writes letters to
clarify application details.
·
Writes licenses.
·
Trains subordinate
Radiation Health Physicists in license application review, inspection
procedures and the registration of radiation-generating equipment.
·
Participates in
incident/accident response involving radioactive materials or
radiation-generating equipment.
·
Evaluates more
complex or unusual problems in the medical, academic, industrial or
environmental communities regarding the use of sources of radiation and
recommends appropriate action.

Conducts assigned
research regarding use of licensing of radioactive materials or equipment.

FACTORS:
Skill: Requires skill
in developing formats and procedures for special applications OR in
investigating and reviewing the use of equipment and data for a specialized
function.
Knowledge: Requires
logical or scientific understanding to analyze problems of a specialized or professional
nature in a particular field.
Impact: Requires
responsibility for achieving direct service objectives by assessing agency
service needs and making preliminary recommendations for the development of
alternative short-term program policies or procedures. Errors at this level result in
incomplete assessments or misleading recommendations causing
a disruption of agency programs or policies.
Supervision: Requires
partial supervision of other employees doing work which is related or similar
to the supervisor, including assigning job duties, providing training, giving
instructions and checking work.
Working
Conditions: Requires performing regular job
functions in an environment which includes exposure to continuous physical
elements or a number of disagreeable working conditions with frequent exposure
to minor injuries or health hazards.
Physical
Demands: Requires medium work, including
continuous strenuous activities such as frequent reaching, bending, or lifting
as well as performing work activities which require fine manual dexterity or
coordination in operating machines or equipment.
Communication: Requires
summarizing data, preparing reports, and making recommendations based on
findings which contribute to solving problems and achieving work
objectives. This level also
requires presenting information for use by administrative-level managers in
making decisions.
Complexity: Requires
evaluating a combination of wide-ranging job functions to determine work
procedures, to solve problems, and to reach conclusions by applying analytical,
technical, or scientific thinking.
This level also requires planning policies and long-term strategies,
drawing conclusions based on available criteria, and evaluating the
effectiveness of program objectives.
Independent
Action: Requires independent judgment in
planning and evaluating work procedures and in supervising the development of
professional, technical and managerial standards under administrative direction
and according to broad departmental guidelines.
MINIMUM
QUALIFICATIONS:
Education: Bachelor's
degree from an accredited college or university with major studies in health
physics, radiation physics, or a radiological, physical, chemistry or
biological science including course work in math through basic calculus. If degree is in a field other than one
of the above, then one of the following must have been obtained in addition to
the degree.

Completion of Navy
Nuclear School for Radioactive Materials Career Path.
OR
·
AART (American
Registry of Radiological Technologists) Certification related to
radiation-generating equipment.
OR
·
CHP (Certified Health
Physicist) Certification
Experience: Four years'
experience in a radioactive material or radiation-generating equipment
regulatory program.
SPECIAL
REQUIREMENTS: Must be at least 18 years old, eligible
to hold a New Hampshire’s driver’s license, and have access to transportation
for use in statewide travel.
RECOMMENDED
WORK TRAITS: Willing and able to perform job duties
characterized as a radiation worker as per the New Hampshire Rules for the
Control of Radiation. Eligible,
willing, and able to participate in applicable NRC, EPA, FEMA, FDA, DOE, and
other training courses, workshops, meetings, and seminars, which may require
out-of state travel for several weeks at a time. Able to travel overnight for inspections and incident
response within New Hampshire.
Able to lift and carry survey equipment, which may weigh as
much as 45 pounds, over rough terrain and up ladders and /or temporary stairs
in construction situations. Able
to work out of
doors in all types of weather conditions to participate in
incidents and inspections. Willing
and able to work evenings and weekends and to carry a pager or a cell phone
for 24-hour on-call availability. Eligible and willing to obtain security clearance for entry
into classified areas of federal facilities if required (e.g. inspection or
incident response for classified sections of federal facilities). Ability to establish and maintain
effective working relationships with both employees and the
general public. Willing to
maintain appearance appropriate to assigned duties and responsibilities as
determined by the agency appointing authority.
