BASIC PURPOSE: To supervise field personnel and
perform responsible field investigation work associated with pari-mutuel
activities for the purpose of ensuring compliance with state statutes and the
rules and regulations as required by the Pari-Mutuel Commission.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Monitors operations
which include supervising the duties and planning work schedules for
subordinate field personnel.
·
Conducts and
supervises internal investigations to ensure compliance with division,
department and state personnel rules and regulations.
·
Organizes and
prepares hearings and appeals to be heard before the Commission.
·
Serves in a
prosecutorial role for hearings and appeals to be heard before the Commission.
·
Maintains records of
investigations for use in preparing data used in Superior and District Court
prosecutions and administrative hearings before the Commission.
·
Reviews detailed
pari-mutuel pool and outstanding tickets report to ensure the accuracy of the
state revenue stream and compliance with applicable state statutes.
·
Works with the
Pari-Mutuel Commission laboratory to develop appropriate controls and
procedures for animal and human sample collections, transportation and
integrity.
·
Ensures that all
phases of race track security are appropriate to protect the integrity of
pari-mutuel activities.
·
Evaluates work
performance of subordinates at least once a year, including recommending and
implementing staff development training.
·
Ensures integrity of
the licensing process of all occupational licenses.
DISTINGUISHING FACTORS:
Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires knowledge of business
practices and procedures or technical training in a craft or trade, including
working from detailed instructions, to apply knowledge in a variety of
practical situations.
Impact: Requires responsibility for
contributing to immediate, ongoing agency objectives by facilitating the direct
provision of services to the public or other state agencies. Errors at this level result in
inaccurate reports or invalid test results and require a significant investment
of time and resources to detect.
Supervision: Requires direct supervision of programs
or of employees doing work which differs from the supervisor, including
disciplining employees, solving personnel problems, recommending hiring and
firing employees, and developing work methods. The supervisor in this position manages a working unit or
section with responsibility for employee performance appraisal.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires summarizing data, preparing
reports, and making recommendations based on findings which contribute to
solving problems and achieving work objectives. This level also requires presenting information for use by
administrative-level managers in making decisions.
Complexity: Requires a combination of job functions
to establish facts, to draw daily operational conclusions, or to solve
practical problems. This level
also requires providing a variety of alternative solutions where only limited
standardization exists
Independent Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM QUALIFICATIONS:
Education: Associate’s degree from a recognized
college or technical school with a major study in accounting, business
administration, police science, or related field.
Experience: Five years’ experience in law
enforcement, the investigative field, business industry or a related
field. Each additional year of
approved work experience may be substituted for one year of required formal
education.
SPECIAL REQUIREMENTS: For
appointment consideration the applicant must successfully participate in a structured
interview measuring possession of knowledge, skills, and abilities as necessary
for satisfactory job performance by this job specification.
License/Certification: Valid motor vehicle driver’s license.
RECOMMENDED WORK TRAITS: Thorough knowledge of techniques
necessary to perform in-depth investigations. Working knowledge of the principles and methods used in law
enforcement and crime prevention.
Ability to establish sources of information and the ability to prevent
compromise of these sources.
Ability to prepare investigative reports suitable for presentation at
Commission hearings. Ability to use a personal computer and work in the Windows
and Office environment. Ability to
establish and maintain effective working relationships with law enforcement
personnel, racing officials and the general public.
