BASIC PURPOSE:  To perform investigative work associated with pari-mutuel activities for the purpose of ensuring compliance with state statutes and the rules and regulations as required by the Commission.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Monitors compliance with the rules and regulations of the Commission by interacting with track management, employees and the general public.

·           Investigates and reports complaints pertaining to commission activities.

·           Monitors operations which include planning work schedules for subordinate personnel and assisting the Racing Enforcement Supervisor in the occupational licensing process.

·           Assists in the maintenance of investigation records used for court prosecutions and administrative hearings before the Commission.

·           Reviews detailed pari-mutuel pool and outstanding tickets report to ensure the accuracy of the state revenue stream.

·           Assists the supervisor in all activities relating to race track security.

·           Performs field audits to ensure veterinarian reports and medication lists are completed appropriately and in a timely manner.

·           Works with the Pari-Mutuel Commission laboratory to ensure appropriate controls and procedures are in place for animal and human sample collections, transportation and integrity.

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

RACING ENFORCEMENT INSPECTOR

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require a significant investment of time and resources to detect.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate’s degree from a recognized college or technical school with a major study in accounting, business administration, police science, or related field.

 

Experience:  Four years’ experience in law enforcement, the investigative field, business industry or a related field.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

Special Requirements:  For appointment consideration the applicant must successfully participate in a structured interview measuring possession of knowledge, skills and abilities identified as necessary for satisfactory job performance by this job specification.

 

License/Certification:  Valid motor vehicle driver’s license.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of techniques necessary to perform in-depth investigations.  Working knowledge of the principles and methods used in law enforcement and crime prevention.  Ability to establish sources of information and the ability to prevent compromise of these sources.  Ability to prepare investigative reports suitable for presentation at Commission hearings.  Ability to use a personal computer and work in the Windows and Office environment.  Ability to establish and maintain effective working relationships with law enforcement personnel, racing officials and the general public.
