BASIC PURPOSE: To perform paraprofessional law-related
research duties in interviewing complainants, analyzing data and coordinating
the development of legal cases and opinion.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Reviews and analyzes
statutes, rules and regulations in researching data for use in legal cases.

Develops legal
documents for use by counsel according to established agency professional and
technical guidelines.
·
Reviews and analyzes
complaints of individuals, businesses, social agencies or law enforcement
agencies.
·
Supervises support
staff in performing paralegal and related clerical work.
·
Assists in
investigations as needed with staff investigators and attorneys.
·
Issues subpoenas and
coordinates availability of witnesses to ensure their appearance for testimony
at court trials, depositions, and administrative hearings.

DISTINGUISHING FACTORS:
Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires knowledge of business
practices and procedures or technical training in a craft or trade, including
working from detailed instructions, to apply knowledge in a variety of
practical situations.
Impact: Requires responsibility for
contributing to immediate, ongoing agency objectives by facilitating the direct
provision of services to the public or other state agencies. Errors at this level result in
inaccurate reports or invalid test results and require significant investment
of time and resources to detect.
Supervision: Requires direct supervision of other
employees doing work which is related or similar to the supervisor, including
scheduling work, recommending leave, reviewing work for accuracy, performance
appraisal, or interviewing applicants for position vacancies.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires explaining facts, interpreting
situations, or advising individuals of alternative or appropriate courses of
action. This level also requires
interviewing or eliciting information from state employees or members of the
general public.
Complexity: Requires coordinating a combination of
diverse job functions in order to integrate professional and technical agency
goals. This level also requires
considerable judgment to implement a sequence of operations or actions.
Independent Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM QUALIFICATIONS:
Education: Associate's degree or two years of
college with a major study in law, paralegal studies, or a related legal field,
or a paralegal certificate from a certified paralegal program. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Three years' experience in legal
research, legal investigative, paralegal work, criminal justice or an area which
provided experience with legal terminology, with at least one year at the level
of Paralegal I. Each additional
year of approved work experience may be substituted for one year of required
formal education.
License/Certification: None required.
RECOMMENDED WORK TRAITS: Considerable knowledge in legal
research techniques. Considerable
knowledge of investigative techniques and methods to determine the knowledge
and credibility of people.
Considerable knowledge of legal terminology. Ability to develop evidentiary information for court
presentation. Ability to perform
tedious in-depth research. Ability
to address groups. Ability to
communicate effectively in oral and written form. Ability to establish and maintain effective working
relationships with attorneys, law enforcement personnel, business owners and
the public. Must be willing to
maintain appearance appropriate to assigned duties and responsibilities as
determined by the agency appointing authority.
