BASIC PURPOSE:  To supervise Painters in painting and finishing surfaces of buildings, bridges, equipment and furniture and to perform similar skilled painting duties.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Supervises painters and assists in the application of paint to exterior and interior surfaces of building equipment, structural steel and other structures.

 

·        Mixes and matches paints and blends paints with existing finishes.

 

·        Cleans surfaces to be painted, by using burners, scrapers, sanding machines and other abrasives.

 

·        Requisitions supplies and equipment to assure that supplies are available. 

 

·        Maintains records on material and labor costs.

 

·        Develops work methods and evaluates Painters with an annual performance review. 

 

·        Supervises the erection of staging in areas to be painted.

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for contributing to agency objectives by ensuring the accuracy of support activities within one or more organizational units.  Errors at this level affect the work of others or have measurable monetary consequences, and require verification and correction in order to complete succeeding work operations.

 

Supervision:  Requires direct supervision of other employees doing work which is related or similar to the supervisor, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

 

 

Communication:  Requires explaining facts, interpreting situations, or advising individuals of alternative or appropriate courses of action.  This level also requires interviewing or eliciting information from state employees or members of the general public.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and in making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

MINIMUM QUALIFICATIONS:

 

Education:  Completion of high school or G.E.D. equivalent plus a standard apprenticeship.  An Associate's degree in a related area may be substituted for the apprenticeship training. 

 

Experience:  Three years' experience as a journeyman painter, including one year in a supervisory capacity.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of standard practices and processes of the trade and of paints, varnishes, stains, shellacs, enamels, solvents and other materials in painting.  Thorough knowledge of methods of preparing metal, wood, steel and other materials and surfaces for painting.  Knowledge of the hazards and safety precautions of the trade.  Skill in mixing paints, matching, blending, harmonizing and contrasting colors, tints and shades in the application of paints and other finishes by brush or air-gun.  Ability to work from scaffolds.  Ability to understand and execute oral or written orders and execute them without immediate supervision.  Ability to maintain harmonious relationships with employees.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
