CLASSIFICATION:  OPERATIONS SPECIALIST

BASIC PURPOSE:  To monitor the vehicle, printing, inventory and mailing operations, including training and supervising personnel in these operations, for a department.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Plans, implements and oversees procedures for work flow in processing incoming mail, mailing of tax forms and filing of tax records.

 

·        Evaluates and coordinates the printing needs of the department with regard to tax forms and other printed material including quantity, quality, and delivery of these materials.

 

·        Supervises mass mailings and distribution of forms.

 

·        Maintains and monitors tax form inventory and prepares reports of printing and mailing costs.

 

·        Supervises the overall Department Taxpayer Assistance Program.

 

·        Destroys tax documents to protect taxpayers' information.

 

·        Conducts analysis of equipment to determine replacement or retention.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and terminating employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

 

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with major study in the area of accounting or business administration.

 

Experience:  Five years' professional or paraprofessional experience in income tax specialization, tax auditing or a related field.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Possession of a valid driver's license and/or access to transportation for statewide travel.

 

RECOMMENDED WORK TRAITS:  Knowledge of state tax laws administered by the Department of Revenue Administration.  Knowledge of auditing principles and procedures.  Ability to analyze and interpret accounting and auditing data and reports.  Ability to plan, organize, direct and control assigned projects.  Ability to communicate effectively.  Ability to organize and install administrative procedures and to evaluate the work of subordinates.  Ability to establish and maintain working relationships with subordinates, taxpayers and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
