BASIC PURPOSE: To operate a variety of offset-press
equipment used for printing single or multi-color work and to train and
supervise subordinate Offset Press Operators in the use of printing equipment.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Operates a variety of
offset reproduction equipment, including plate making machines,
photo-mechanical process camera and offset presses.

Establishes and
maintains a training schedule and trains subordinate personnel in the use of
reproducing equipment.
·
Determines paper
stock levels and maintains appropriate inventory of paper stock and printing
supplies.
·
Performs basic
maintenance to all equipment, including cleaning oiling and the installation of
minor replacement parts.
·
Arranges material
into proper form for printing and makes negatives for plate preparation.
·
Preserves plates and
files them for future use; maintains copies of all completed forms as well as
negatives for future reference.
·
Schedules job orders
received from state agency personnel with consideration as to work priority;
prepares appropriate records as required.

DISTINGUISHING FACTORS:
Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires understanding and using
business or trades vocabulary or basic arithmetic to perform standard operating
procedures.
Impact: Requires responsibility for
contributing to immediate, ongoing agency objectives by facilitating the direct
provision of services to the public or other state agencies. Errors at this level result in
inaccurate reports or invalid test results and require significant investment
of time and resources to detect.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job
functions in an environment which includes exposure to continuous physical
elements or a number of disagreeable working conditions with frequent exposure
to minor injuries or health hazards.
Physical Demands: Requires medium work, including
continuous strenuous activities such as frequent reaching, bending, or lifting
as well as performing work activities which require fine manual dexterity or
coordination in operating machines or equipment.
Communication: Requires explaining facts, interpreting
situations, or advising individuals of alternative or appropriate courses of
action. This level also requires
interviewing or eliciting information from state employees or members of the
general public.
Complexity: Requires a combination of job functions
to establish facts, to draw daily operational conclusions, or to solve
practical problems. This level
also requires providing a variety of alternative solutions where only limited
standardization exists.
Independent Action: Requires a range of choice in applying
a number of technical or administrative policies under general direction and in
making routine decisions or in recommending modifications in work procedures
for approval by supervisor.
MINIMUM QUALIFICATIONS:
Education: Completion of high school, G.E.D. or
its equivalent.
Experience: Five years' experience as an Offset
Press Operator with at least two years associated with photography or printing
machine maintenance.
License/Certification: None required.
RECOMMENDED WORK TRAITS: Thorough knowledge of standard
practices, materials, production processes and offset equipment utilized in
commercial printing. Skill in the
operation and minor maintenance of printing and associated equipment. Ability to establish and maintain
appropriate records of production.
Ability to prepare cost estimates.
Ability to train and supervise subordinate offset press operators or reproducing
equipment operators. Ability to
establish and maintain effective working relationships with customers and other
employees. Must be willing to
maintain appearance appropriate to assigned duties and responsibilities as
determined by the agency appointing authority.
