BASIC PURPOSE:  To compile and disseminate information related to population, land use, economics housing and other data for use of the general public and in developing community, regional or state plans.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Gathers, reviews and processes data and analyzes statistical material for use in various planning reports.

 

·        Prepares maps, charts, tables and technical reports for comprehensive plan preparation and for regional and community development.

 

·        Prepares data input for economic studies, population estimates and projections.

 

·        Organizes and files county, state and town maps and provides map information and prints to the public.

 

·        Catalogs and maintains collection of planning agency publications.

 

·        Prepares reports including summarizing data in report form for review by higher level professional planning personnel.

 

·        Answers inquiries and conducts research concerning economic, demographic and other data to satisfy needs of public and private entities.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires explaining facts, interpreting situations, or advising individuals of alternative or appropriate courses of action.  This level also requires interviewing or eliciting information from state employees or members of the general public.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and in making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with major study in planning. 

 

Experience:  No experience required.

 

                                                                            OR

 

Education:  Master's degree from a recognized college or university with major study in a planning related field such as economics, geography, government, public administration, resources management, community development, or environmental law.

 

Experience:  One year's experience in professional planning or experience in a related field as specified above.

 

                                                                            OR

 

Education:  Bachelor's degree from a recognized college or university with major study in planning, economics, geography, government, resources management, community development or natural resources planning. 

 

Experience:  Two years' experience in professional planning.

 

License/Certification:  Eligibility for New Hampshire driver's license.

 

RECOMMENDED WORK TRAITS:  Knowledge of the principles, practices and objectives of city, regional and state planning.  Knowledge of research methodology.  Knowledge of the social and economic factors involved in urban development.  Ability to organize and compile data and prepare and present clear, concise reports based on such data.  Ability to establish and maintain effective working relationships with other employees, governmental officials and the public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
