BASIC PURPOSE: To examine
records of operation, affairs, transactions, accounts, assets and liabilities
of foreign or domestic insurance companies engaged in selling insurance under
state licenses.
CHARACTERISTIC
DUTIES AND RESPONSIBILITIES:

Analyzes insurance
forms and/or verifies fiscal data, records and business methods of insurance
companies to monitor compliance with state laws, rules and regulations.
·
Performs test checks
of income and disbursement items and accounts.
·
Examines accounting
procedures used to determine handling and control of receipts and
disbursements.
·
Prepares and reviews
reports describing audit and examination results and makes recommendations for
corrective measures. Reviews
reports for compliance with NH statutes and regulations.
·
Examines dealer
accounts, other records, documents and assets to establish compliance with
licensing requirements and NH statutes and regulations.
·
Reviews, through
customer accounts, the proper licensing of salespersons and the adequacy of
supervision. Prepares responses to
oral and written inquiries.
·
Reviews insurance
claims to determine that settlements are made in accordance with policy
provisions for proper treatment of policy holders and compliance with state
laws and regulations.
·
Determines the
accuracy of financial data and records with the use of electronic data
processing programs and appropriate software to determine compliance with NH
statutes and regulations..

FACTORS:
Skill: Requires skill
in analyzing and interpreting data, policy and procedures OR in using equipment
in order to arrive at logical conclusions or recommendations.
Knowledge: Requires
logical or scientific understanding to analyze problems of a specialized or
professional nature in a particular field.
Impact: Requires
responsibility for achieving direct service objectives by assessing agency
service needs and making preliminary recommendations for the development of
alternative short-term program policies or procedures. Errors at this level result in
incomplete assessments or misleading recommendations causing a disruption of
agency programs or policies.
Supervision: Requires
partial supervision of other employees doing work which is related or similar
to the supervisor, including assigning job duties, providing training, giving
instructions and checking work.
Working
Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical
Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires
reviewing summaries and reports and making management level decisions to solve
problems or to achieve work objectives as well as articulating and expressing
those solutions and goals. This
level also requires formal presentations of solutions and goals to employees
and the general public to increase the responsiveness of the agency toward the
demands of its client system.
Complexity: Requires
coordinating a combination of diverse job functions in order to integrate
professional and technical agency goals.
This level also requires considerable judgment to implement a sequence
of operations or actions.
Independent
Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM
QUALIFICATIONS:
Education: Bachelor's
degree from a recognized college or university with major study in accounting.
Experience: Four years'
experience in responsible accounting positions involved with corporate and/or
public accounting and auditing.
Registration with the New Hampshire Board of Accountancy as a Certified
Public Accountant or possession of one of the following nationally recognized
professional designations: CFE,
CIE, FLMI, CLU, ChFC, CPCU, or equivalent designation may be substituted for two
years of work experience.
License/Certification: None required.
RECOMMENDED
WORK TRAITS: Considerable knowledge of statutory
accounting principles and practices.
Some knowledge of state laws regulating the licensing and operation of
insurance companies, brokers or dealers.
Working knowledge of office methods, procedures and equipment. Ability to perform extensive
examinations of financial and sales records. Ability to communicate effectively with company officials
and other employees. Ability to
develop statistical reports with supporting documentation and
recommendations. Willingness to
travel out-of-state. Must be
willing to maintain appearance appropriate to assigned duties and
responsibilities as determined by the agency appointing authority.
