BASIC PURPOSE: To collect insurance taxes and fees
from companies, brokers, and insureds in accordance with insurance laws and
regulations; audit annual tax returns and financial statements; and recommend
revocation or restriction of company and/or brokers' licenses.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Reviews insurance
company annual reports and tax returns in order to apply state and municipal
tax laws to various lines of insurance and to ensure tax payments for insurance
sales are accurate and timely.

Supervises both
billing procedures and clerical staff to collect taxes from domestic insurance
companies and surplus line brokers.

Advises the insurance
industry, out-of-state brokers, and the general public regarding the
preparation and filing of tax returns and the payment of taxes and fees.
·
Collects delinquent
taxes, imposes statutory penalties and fines and assesses retaliatory taxes
against companies domiciled in states which tax domestic companies operate.
·
Gathers information
and initiates investigations into unauthorized insurance practices and
recommends hearings concerning license revocations and/or restrictions and
fines.
·
Recommends
cancellation of license for companies that cease sales within the state.
·
Prepares detailed
statistical reports regarding insurance business in the state.
·
Discusses and
explains state tax laws as they apply to the insurance industry and advises
companies, attorneys, brokers, and the general public as to proper application
of the law.

Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires knowledge of business
practices and procedures or technical training in a craft or trade, including
working from detailed instructions, to apply knowledge in a variety of
practical situations.
Impact: Requires responsibility for achieving
direct service objectives by assessing agency service needs and making
preliminary recommendations for the development of alternative short-term
program policies or procedures.
Errors at this level result in incomplete assessments or misleading
recommendations causing a disruption of agency programs or policies.
Supervision: Requires direct supervision of other
employees doing work which is related or similar to the supervisor, including
scheduling work, recommending leave, reviewing work for accuracy, performance
appraisal, or interviewing applicants for position vacancies.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires summarizing data, preparing
reports and making recommendations based on findings which contribute to
solving problems and achieving work objectives. This level also requires presenting information for use by
administrative-level managers in making decisions.
Complexity: Requires coordinating a combination of
diverse job functions in order to integrate professional and technical agency
goals. This level also requires
considerable judgment to implement a sequence of operations or actions.
Independent Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized
college or university with major study in business or accounting. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Four years' experience at an insurance
company with work related to taxes or in other tax related work. Each additional year of approved work
experience may be substituted for one year of required formal education.
License/Certification: None required.
RECOMMENDED WORK TRAITS: Considerable knowledge of arithmetic
including fractions and percentages. Considerable knowledge of office practices
and procedures. General knowledge
of the insurance industry. Ability
to review financial reports and draw conclusions. Ability to communicate effectively in oral or written
form. Ability to organize and
supervise work of others. Ability
to establish and maintain effective working relationships with professional and
clerical personnel and the public.
Must be willing to maintain appearance appropriate to assigned duties
and responsibilities as determined by the agency appointing authority.
