BASIC PURPOSE:  To manage information technology programs, supervise assigned professional staff, and to manage daily operations, including coordination of related technical resources.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Formulates information technology program scope, plan, and objectives; recommends assignments to agency administrators and assigns team member tasks.

 

·        Researches, recommends and implements acquisition of all necessary resources, including hardware, software and systems design and development standards required to assure completion of information technology projects.

 

·        Assigns and schedules operating system software, network communications software and hardware updates on multiple computer platforms.

 

·        Supervises and reviews completion of work products by assigned team members.

 

·        Manages development, testing and implementation efforts  for information technology programs.

 

·        Analyzes system performance problems to determine the best solution and takes steps to implement the solution.

 

·        Manages assigned teams to ensure utilization of approved development tools and adherence to design standards.

 

·        Develops, monitors and administers agency information technology budget.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in evaluating, planning or integrating analysis of data to formulate current and long-range solutions, strategies or policies of a specialized or technical nature.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires overall administrative responsibility for achieving agency objectives by directing all aspects of operations management.  Errors at this level result in disruption of systemwide programs or services as well as long-term adverse impact on agency image and the future success of organizational operations.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

 

Communication:  Requires reviewing summaries and reports and making decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires formulating the combination of overall job functions in order to address highly diverse or novel situations requiring new concepts and imaginative approaches to a wide range of intellectual and practical problems.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Nine years of experience in information technology or data management, four years of which shall have been in a management capacity.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS: Knowledge of techniques in information technology analysis and design.  Knowledge of the capabilities and requirements of information technology equipment.  Knowledge of the principles and techniques of systems documentation.  Knowledge of the principles of effective supervision and administration.  Knowledge of the principles and practices of administration, public personnel administration, government budgeting and general services administration.  Knowledge of the principles of computer programming.  Ability to communicate effectively.  Ability to analyze operations and organize component parts into a logical system.  Ability to supervise subordinate professional/technical employees.  Ability to establish and maintain effective working relationships with subordinates, associates, agency management officials, electronic equipment manufacturers and professional organizations.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
