BASIC PURPOSE: Performs administrative and fiscal
management as well as supervisory functions in the administration and
implementation of federal and state anti-discrimination enforcement laws,
regulations and policies to prevent and eliminate discrimination.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Prepares and manages
the budget, oversees expenditures, and negotiates funding sources with the US
Equal Employment Opportunity Commission.
·
Determines staffing
of the Commission Office including hiring and firing of subordinate personnel,
and establishes and maintains in-house training procedures.
·
Oversees professional
staff engaged in investigative procedures, case management activities, writing
of findings, and drafting of conciliation agreements.
·
Appears before public
and legislative groups on behalf of the Commission and prepares and oversees
all Commission public relations activities.
·
Interprets state and
federal law, conducts legal research, acts as clerk at public hearings, and drafts
decisions subject to Commission approval.
·
Applies for grants
and negotiates contracts with federal agencies.
·
Drafts statutory
changes and promulgates regulations to implement agency enabling legislation.
·
Develops and
implements programs to further agency goals.
·
Plans and establishes
short and long-range goals and directs all aspects of agency operations to
ensure agency objectives are met.
·
Maintains active
liaison with state and federal agencies, the Office of the Governor, and the
Legislature.

DISTINGUISHING FACTORS:
Skill: Requires skill in evaluating, planning
or integrating analysis of data to formulate current and long-range solutions,
strategies or policies of a specialized or technical nature.
Knowledge: Requires logical or scientific
expertise to resolve problems of a specialized or professional nature in a wide
range of applications.
Impact: Requires responsibility for achieving
major aspects of long-range agency objectives by planning short- and long-term
organization goals, reviewing recommendations for procedural changes, and
developing or revising program policies.
Errors at this level result in incorrect decisions at an administrative
level, and are detected subsequent to implementation in an overall evaluation
process.
Supervision: Requires delegating supervisory or
program responsibilities to subordinate managers, with overall accountability
for hiring employees and approving program policies. The supervisor in this position assumes responsibility for
an organizational unit, including developing long-range plans, analyzing
staffing requirements, and formulating systemwide policies and procedures.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires acting as the official
representative of the agency, including explaining and defending current and
long-range goals or objectives which directly affect public policy decisions
regarding major state programs and services.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific
thinking. This level also requires
planning policies and long-term strategies, drawing conclusions based on
available criteria, and evaluating the effectiveness of program objectives.
Independent Action: Requires administrative decision-making
in authorizing and monitoring the implementation of major departmental policies
and procedures.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized
college or university with major study in pre-law, public or business
administration, psychology or one of the social sciences. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Seven years' experience in management,
administration, investigation or fiscal disciplines. Each additional year of approved work experience may be
substituted for one year of required formal education at the graduate level
only.
License/Certification: None required.
RECOMMENDED WORK TRAITS: Knowledge of all state and federal
anti-discrimination laws with emphasis on Title VII of the United States Civil
Rights Act of 1964, as amended, as well as knowledge of Title VI of the same
law and Title VIII of the U.S. Civil Rights Act of 1968. Knowledge of federal and state laws
regarding discrimination based on age, gender, race, creed, color, marital
status, physical or mental disability or national origin. Ability to communicate
effectively. Ability to understand
fiscal procedures and to develop the state budget for the Commission. Ability to establish and maintain
harmonious relationships with state and federal agency heads as well as
legislators and subordinate employees.
Must be willing to maintain appearance appropriate to assigned duties
and responsibilities as determined by the agency appointing authority.
