BASIC PURPOSE: To administer state nursing education
and registration laws and to plan and direct Board policies and operating
objectives applying to all aspects of nursing in New Hampshire.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Oversees the
regulation and approval process for educational programs for registered nurse,
practical nurse and nursing assistants.
·
Interprets the
statutory and regulatory authority affecting the agency, nursing licensure,
education and practice for licensees, legislators, other professionals and the
general public.
·
Investigates reports
of illegal nursing or nursing assistant practices and represents the state in
disciplinary hearings before the Board.
·
Evaluates credentials
of and endorses out-of-state nurses for licensure and nursing assistant
registration in New Hampshire.
·
Recommends
administrative, professional and fiscal policy to the Board and makes
administrative and professional decisions subject to statutory and Board
regulations.
·
Advises and assists
legislators, agency personnel, other professionals and the general public when
developing or revising statutory and administrative laws necessary for the
effective implementation of goals and objectives.
·
Plans, and directs
procedures relative to registration and licensure of professional and practical
nurses and nursing assistants by examination, endorsement, renewal or
reinstatement of license, and certification to other states, and conducts
appropriate examinations, assessments, and reviews.

Plans, directs and
evaluates guidelines and procedures relative to the preparation, legal
recognition, and continuing education of the Advanced Registered Nurse
Practitioner and related programs.

DISTINGUISHING FACTORS:
Skill: Requires skill in evaluating, planning
or integrating analysis of data to formulate current and long-range solutions,
strategies or policies of a specialized or technical nature.
Knowledge: Requires logical or scientific
expertise to resolve problems of a specialized or professional nature in a wide
range of applications.
Impact: Requires responsibility for achieving
major aspects of long-range agency objectives by planning short- and long-term
organization goals, reviewing recommendations for procedural changes, and
developing or revising program policies.
Errors at this level result in incorrect decisions at an administrative
level, and are detected subsequent to implementation in an overall evaluation
process.
Supervision: Requires delegating supervisory or
program responsibilities to subordinate managers, with overall accountability
for hiring employees and approving program policies. The supervisor in this position assumes responsibility for
an organizational unit, including developing long-range plans, analyzing
staffing requirements, and formulating systemwide policies and procedures.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires acting as the official
representative of the agency, including explaining and defending current and
long-range goals or objectives which directly affect public policy decisions
regarding major state programs and services.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific thinking. This level also requires planning
policies and long-term strategies, drawing conclusions based on available
criteria, and evaluating the effectiveness of program objectives.
Independent Action: Requires administrative decision-making
in authorizing and monitoring the implementation of major departmental policies
and procedures.
MINIMUM QUALIFICATIONS:
Education: Master's degree in nursing, education
or nursing service administration.
If the Master's degree is in a field other than nursing, a Bachelor's
degree in nursing is required.
Experience: Seven years' experience in the field of
nursing, four of which shall have been in teaching or administration of an
approved school of nursing or any combination of teaching and administration.
License/Certification: Must be currently licensed as a
Registered Nurse in the state of New Hampshire. Must possess a valid New Hampshire driver's license.
RECOMMENDED WORK TRAITS: Extensive knowledge of nursing
education programs and scope of nursing practice. Extensive knowledge of modern nursing theory and practice. Knowledge of teaching methods
applicable to nursing instruction.
Ability to supervise, make decisions and prepare and administer a budget. Ability to communicate effectively
orally and in writing, and speak before groups. Ability to evaluate nursing education programs and nursing
credentials. Ability to collect,
analyze and disseminate information relating to Board activities. Ability to establish and maintain
effective working relationships with professional organizations, co-workers and
the public. Must be willing to
maintain appearance appropriate to assigned duties and responsibilities as
determined by the appointing authority.
