CLASSIFICATION:  EXECUTIVE DIRECTOR AND SECRETARY, PUBLIC UTILITIES COMMISSION

BASIC PURPOSE:  To direct the enforcement of laws, regulations and policies affecting businesses, industries and utilities regulated by the Public Utilities Commission.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Confers with Commissioners and professional assistants on agency activities and coordinates the operations of the various divisions within the Commission.

 

·        Initiates and carries out research in anticipation of problems or developments in the public utility field.

 

·        Prepares and certifies notices, publications, reports and orders of the Public Utilities Commission.

 

·        Conducts special investigations with other professional staff members in the legal, engineering, and accounting operations of public utilities.

 

·        Presides at quasi-judicial hearings, oversees staff engaged in maintaining schedules and dockets, and participates in conferences regarding any phase of regulatory activity.

 

·        Conducts interviews with news media representatives; prepares and issues press reports relative to the Commission's findings and activities.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in evaluating, planning or integrating analysis of data to formulate current and long-range solutions, strategies or policies of a specialized or technical nature.

 

Knowledge:  Requires expertise in a highly specialized, technical or professional discipline to manage or create policy at a systemwide administrative level.

 

Impact:  Requires overall administrative responsibility for achieving agency objectives by directing all aspects of operations management.  Errors at this level result in disruption of systemwide programs or services as well as long-term adverse impact on agency image and the future success of organizational operations.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires formulating the combination of overall job functions in order to address highly diverse or novel situations requiring new concepts and imaginative approaches to a wide range of intellectual and practical problems.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Advanced degree from an accredited institution of higher education.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Eight years of progressively responsible experience, preferably although not necessarily in the field of public utility operations or regulation.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Knowledge of public utilities including common practices and methods of operation.  Knowledge of federal and state laws governing public utility operations.  Knowledge of quasi-judicial procedures.  Skill in interrogating witnesses.  Ability to prepare and publish reports and decisions.  Ability to plan, schedule and arrange dockets and conferences.  Ability to conduct, assign and supervise a variety of investigations.  Ability to conduct quasi-judicial hearings.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with governmental officials and representatives of public utilities.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
