BASIC PURPOSE: To supervise workers in the maintenance or
construction of roads, trails, or other projects on State and private lands.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Provides
direction to on-site work teams in the construction, reconstruction, and
maintenance of gravel roads, trails or other construction projects.
·
Operates ATV’s,
snowmobiles, and sophisticated hydraulic snow grooming equipment and related
attachments on various terrains.
·
Makes
adjustments and repairs to equipment as necessary.
·
Removes
stumps, rock and ledge; places steel I-beams in bridges, sets concrete
abutments, walls, culverts and other structures, sets stones, excavates soil
and places fill materials; supervises and performs carpentry work, welding and
cutting steel utilizing various types of power equipment.

Operates heavy
construction equipment.
·
Prepares and
interprets plans, blueprints and sketches of proposed structures with job
specifications and coordinates activities with Bureau and Division management.

Prepares
weekly/monthly and seasonal reports of work performed in the field.
·
Interprets,
implements, and enforces regulatory requirements related to safety,
environmental and industry standards.

DISTINGUISHING FACTORS:
Skill: Requires skill in recommending routine
changes in standardized operating procedures OR in retrieving, compiling, and
reporting data according to established procedures OR in operating complex
machines.
Knowledge: Requires understanding and using business or
trades vocabulary or basic arithmetic to perform standard operating procedures.
Impact: Requires responsibility for contributing to
immediate, ongoing agency objectives by facilitating the direct provision of
services to the public or other state agencies.
Errors at this level result in inaccurate reports or invalid test
results and require a significant investment of time and resources to detect.
Supervision: Requires direct supervision of other
employees doing related or similar work, including scheduling work,
recommending leave, reviewing work for accuracy, performance appraisal, or
interviewing applicants for position vacancies.
Working Conditions: Requires performing regular job functions in
an environment which includes exposure to continuous physical elements or a
number of disagreeable working conditions with frequent exposure to minor
injuries or health hazards.
Physical Demands: Requires medium work, including continuous
strenuous activities such as frequent reaching, bending, or lifting as well as
performing work activities which require fine manual dexterity or coordination
in operating machines or equipment.
Communication: Requires obtaining and exchanging
information, referring inquiries to the appropriate source, or responding to
questions from state employees or members of the general public.
Complexity: Requires a combination of job functions to
establish facts, to draw daily operational conclusions, or to solve practical
problems. This level also requires
providing a variety of alternative solutions where only limited standardization
exists.
Independent Action: Requires a range of choice in applying a
number of technical or administrative policies under general direction and
making routine decisions or in recommending modifications in work procedures
for approval by supervisor.
MINIMUM QUALIFICATIONS:
Education: Graduation from high school, G.E.D. or its
equivalent.
Experience: Four years’ experience in operating and
maintaining snow and trail conditioning equipment, including snow grooming
tractors, bulldozers, front end loaders, ATV’s and other types of heavy
equipment, and one year of supervisory experience.
License/Certification: Ability to obtain a valid Commercial
Driver’s License (CDL) with appropriate endorsements within the
probationary period.
RECOMMENDED WORK TRAITS: Knowledge of the layout and development of
OHRV trails and programs. Knowledge of
the use of computers and GPS (Global Positioning Satellite) systems equipment
and related software. Knowledge of the
principles and practices of supervision, management and conflict
resolution. Ability to read and
understand legal agreements and documents.
Ability to operate off-highway recreational vehicles, both in winter and
summer operations. Ability to manage and
oversee multiple projects and personnel.
Knowledge of internal combustion engines. Knowledge of the uses and limitations of
heavy motor equipment. Ability to operate
and maintain snow and trail conditioning equipment. Ability to understand and carry out both
written and oral instructions. Ability
to establish and maintain effective working relationships with associates and
to develop and maintain good relationships with the general public. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
