BASIC PURPOSE:  To administer environmental programs which provide assistance to municipalities and other governmental entities engaged in project planning, design and construction.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Manages environmental programs to assure that any projects tied in with these programs are managed efficiently and in accordance with various governmental regulations.

 

·        Interprets and explains various technical and administrative requirements to municipal administrators, engineering consultants, the EPA, the legislature, other governmental agencies, and the general public.

 

·        Functions as liaison between the Department of Environmental Services and other agencies and formulates policy based on governmental program regulations and guidance.

 

·        Provides expert testimony to the Office of the Attorney General, various councils, and to courts of law in resolving disputes and conflicts arising from agency decisions and policies.

 

·        Prepares capitalization grant applications and applicable supporting documents to secure federal funding.

 

·        Analyzes program operations for both efficiency and effectiveness, prepares and provides periodic reports which include programmatic and fiscal information, and recommends appropriate changes.

 

·        Assists with the Construction Grants Program to allow the state to comply with EPA's national strategy goals for both completion and closeout of any program.

 

·        Coordinates with the State Aid Grant Program to assure recipients receive maximum benefits from a combination of grants and loans.

 

·        Develops and maintains policy and procedures manuals for an assigned environmental program or programs.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

 

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and terminating employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with a major study in biology or a related environmental science or in civil, sanitary, environmental, public health engineering or a related engineering field.

 

Experience:  Five years' experience performing administrative, engineering, financial or environmentally related duties for a public or private organization, three years of which must have been in a management or supervisory position dealing with program administration, program planning or program engineering.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  Eligibility for New Hampshire driver's license and access to transportation for statewide travel.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of basic engineering principles.  Working knowledge of modern methods and techniques regarding the design, maintenance, and operation of a public works facility.  Knowledge of creditable and realistic lending policies.  Thorough knowledge of the principles and practices of public administration.  Knowledge of federal and state accounting and administrative procedures.  Ability to plan and coordinate plan development between various state agencies.  Ability to ascertain facts and obtain information by personal contact and observation in monitoring various programs.  Ability to express ideas clearly and concisely.  Ability to organize and conduct meetings for the public and/or professional groups.  Ability to establish and maintains effective working relationships with federal, state and local officials, subordinates and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
