CLASSIFICATION:  ENVIRONMENTAL TECHNICIAN III

BASIC PURPOSE:  To conduct field surveys and to monitor technical aspects of environmental programs including the determination of sampling protocol and parameters.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Conducts field surveys and takes field notes to aid in evaluating the environment; examines the physical collection and distribution of field samples.

 

·        Conducts surveys and interviews, collects and organizes data and produces notes and working papers for use in environmental program development.

 

·        Makes investigations relative to the enforcement of state environmental laws.

 

·        Prepares charts, tables and other technical material.

 

·        Tracks and reviews monitoring data; summarizes data in report form for review by higher level technical and professional personnel.

 

·        Operates computer equipment to enter and report environmental data.

 

·        Assigns duties and reviews work of subordinate technical environmental staff as assigned.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires explaining facts, interpreting situations, or advising individuals of alternative or appropriate courses of action.  This level also requires interviewing or eliciting information from state employees or members of the general public.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires making a limited number of choices in selecting among alternative courses of action under supervisory guidance and in performing job functions according to a variety of prescribed policies or procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate's degree from a recognized college or technical college or two years of college with a major study in environmental engineering, one of the physical or biological sciences, or other related environmental science.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Two years' experience performing technical environmental work in air analysis, noise or water quality control, forestry, soils, hydrology, geology, botany, biology or a related environmental field. Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Valid New Hampshire drivers' license.

 

SPECIAL REQUIREMENTS:  WASTE MANAGEMENT DIVISION ONLY:

 

Initial employment requires the ability to pass a baseline medical examination indicating the individual is physically capable of assuming all duties required, including wearing respiratory protective equipment in accordance with the recommendations of the National Institute of Occupational Safety and Health (NIOSH).

 

RECOMMENDED WORK TRAITS:  Knowledge of the principles and practices of environmental science.  Knowledge of local, state and federal laws and regulations in the environmental field.  Knowledge of current techniques of sampling and analysis.  Ability to compile, organize, and analyze technical data.  Ability to apply computer skills to compile and summarize environmental data.  Ability to apply technical policies and procedures.  Ability to prepare charts, grafts and tables.  Ability to express ideas clearly and concisely in oral, written and graphic form.  Ability to establish and maintain effective working relationships with associates, environmental groups, and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
