BASIC PURPOSE: To initiate environmental studies, permit
review, or enforcement work in one or more of the following areas: air quality, biology, ecology, forestry,
noise abatement, water quality, wetlands, wildlife environmental contamination.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Plans and
coordinates statewide environmental programs by conducting inspections,
surveys, and special projects.
·
Prepares
recommendations to control and eliminate harmful environmental related actions;
reviews recommendations prepared by subordinate staff.
·
Collects
samples and conducts investigations to determine the impact of solid and
hazardous waste landfills and petroleum storage facilities on surface and
groundwater.
·
Prepares
recommendations and findings relative to approval or disapproval of permits for
work in wetlands.
·
Conducts field
studies of air quality and pollution; monitors and analyzes raw data to project
future air quality levels.
·
Recommends
restoration or mitigation procedures to minimize effect of illegal alterations
of wetlands.
·
Conducts or
reviews water quality studies; evaluates present and future biological,
chemical and other environmental conditions.
·
Evaluates
potential damage to food supplies, land habitat and water supply of wildlife
from proposed projects.
·
Analyzes effects
of deforestation and the resultant loss of woodlands and cover for animals or
fish as well as the general loss to society.
·
Analyzes the
social, community, and historic environment of the area and the short and long
term benefits or damages resulting from the proposed projects.

DISTINGUISHING FACTORS:
Skill: Requires skill in recommending routine
changes in standardized operating procedures OR in retrieving, compiling and
reporting data according to established procedures OR in operating complex
machines.
Knowledge: Requires logical or scientific understanding
to analyze problems of a specialized or professional nature in a particular
field.
Impact: Requires responsibility for contributing to
immediate, ongoing agency objectives by facilitating the direct provision of
services to the public or other state agencies.
Errors at this level result in inaccurate reports or invalid test
results and require significant investment of time and resources to detect.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job functions in
an environment which includes exposure to continuous physical elements or a
number of disagreeable working conditions with frequent exposure to minor
injuries or health hazards.
Physical Demands: Requires light work, including continuous
walking or operating simple equipment for extended periods of time as well as
occasional strenuous activities such as reaching or bending.
Communication: Requires summarizing data, preparing reports
and making recommendations based on findings which contribute to solving
problems and achieving work objectives.
This level also requires presenting information for use by
administrative-level managers in making decisions.
Complexity: Requires a combination of job functions to
establish facts, to draw daily operational conclusions, or to solve practical
problems. This level also requires
providing a variety of alternative solutions where only limited standardization
exists.
Independent Action: Requires objective assessment in analyzing
and developing new work methods and procedures subject to periodic review and
in making decisions according to established technical, professional or
administrative standards.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college
or university with major study in a related environmental science. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Two years' experience as an Environmentalist
or in a field related to the occupational area in which the vacancy exists,
such as air analysis, noise or water quality control, engineering,
environmental law, wildlife, forestry, soils, hydrology, geology, botany or
biology.
License/Certification: Eligibility for N.H. driver's license or
operational license for pesticides applicator if necessary for performing
professional field work.

RECOMMENDED WORK TRAITS: Considerable knowledge of the principles and
practices of environmental science.
Considerable knowledge of the application of the chemical, biological
and physical sciences as related to environmental protection. Knowledge of local, state and federal laws
and regulations in the environmental field.
Working knowledge of current techniques of sampling and analysis. Ability to plan and develop programs and
surveys. Ability to develop and conduct
training programs for technical staff.
Ability to plan and supervise the work of technical and clerical
personnel. Ability to interpret and
evaluate maps, data and engineering plans.
Ability to express ideas clearly and concisely in oral, written and
graphic form. Ability to establish and
maintain effective working relationships with associates, environmental groups
and the general public. Must be willing
to maintain appearance appropriate to assigned duties and responsibilities as
determined by the agency appointing authority.

2. For appointment consideration,
Environmentalist I applicants must successfully participate in a structured
interview measuring possession of knowledge, skills and abilities identified as
necessary for satisfactory job performance by this class specification. The structured interview is developed and
administered, according to Division of Personnel guidelines, by representatives
of the state agency in which the vacancy exists.
3. When required by the supplemental job
description, the incumbent must satisfactorily complete a baseline medical
examination and the personal protection training required by the National
Institute of Occupational Safety and Health or other federal and state
agencies.
