CLASSIFICATION:  ENVIRONMENTALIST I

BASIC PURPOSE:  To collect data for use in standardized technical evaluations in one or more of the following areas:  air quality, noise abatement, water quality, wildlife, forestry, wetlands, biology, or ecology.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Conducts inspections and surveys to determine the existence of environmental hazards or violation; assists in planning and implementing environmental studies to monitor impact of proposed projects.

 

·        Conducts field work on rare, threatened and endangered plant or animal species and maintains a database of these occurrences for environmental review purposes.

 

·        Collects samples and assists in the investigation of activities which may contaminate groundwater and surface water resources.

 

·        Conducts field studies of air quality, uses computer models and programs to monitor and analyze raw data to project future air quality levels.

 

·        Conducts water quality studies, including surface and groundwater, public and private drinking water sources and biological, chemical or other environmental conditions.

 

·        Makes recommendations in reference to specific projects, such as evaluating wetlands violations to determine extent of damage and feasibility of restoration.

 

·        Evaluates potential damage from proposed highway improvements to food supplies, land habitat, and water supply of wildlife.

 

·        Analyzes the social, community, and historic environment of the area and the short and long-term benefits or damages resulting from proposed projects.

 

·        Analyzes effects of deforestation and the resultant loss of woodlands and cover for animals or fish, as well as the general loss to society.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in applying instructions to accomplish different job functions OR in operating machines for a variety of different purposes.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and in making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with a major study in a related environmental science.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  One year of experiences as an Environmentalist or in a field related to the occupational area in which the vacancy exists, such as air analysis, noise or water quality control, engineering, environmental law, wildlife, forestry, soils, hydrology, geology, botany or biology.

 

License/Certification:  Eligibility for N.H. driver's license or operational license for pesticides applicator if necessary for performing professional field work.

RECOMMENDED WORK TRAITS:  Considerable knowledge of the principles and practices of environmental science.  Knowledge of local, state and federal laws and regulations in the environmental field.  General knowledge of the application of the chemical, biological and physical sciences as related to environmental protection.  Working knowledge of current techniques of sampling and analysis.  Ability to use judgment in applying technical policies and procedures.  Ability to interpret maps, data, and engineering plans.  Ability to express ideas clearly and concisely in oral, written and graphic form.  Ability to establish and maintain effective working relationships with associates, environmental groups and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

2.  For appointment consideration, Environmentalist I applicants must successfully participate in a structured interview measuring possession of knowledge, skills and abilities identified as necessary for satisfactory job performance by this class specification.  The structured interview is developed and administered, according to Division of Personnel guidelines, by representatives of the state agency in which the vacancy exists.
