BASIC PURPOSE:  To plan and develop new work methods for pest management and control and to analyze related environmental data.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Develops and implements insect and disease surveys to identify trends of insect damage and potential environmental impact.

 

·        Analyzes and interprets the effect of disease and insect damage upon forests and crops.

 

·        Conducts insect identification and laboratory studies to monitor results of insect control strategies.

 

·        Recommends solutions to matters concerning pest management research and program development.

 

·        Investigates complaints and reports of violations of insect pest regulations and adjudicates disputes to preclude unnecessary litigation.

 

·        Maintains up-to-date maps of insect infestation and prepares appropriate records and reports.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

 

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with major study in entomology, invertebrate zoology, or plant pathology.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Two years of professional entomological experience relating to plants or plant products with emphasis on agricultural items as well as forestry.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  Valid N.H. driver's license.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of the principles and practices of the science of entomology.  Thorough knowledge of the methods and procedures used in the control of insects and parasites affecting plant life or forest products.  Thorough knowledge of the scientific research techniques and procedures used in identification and control of insects and other plant pests.  Considerable knowledge of the state and federal regulations governing the control of insects and parasites affecting plant life and forestry products.  Skill in the use of laboratory equipment.  Ability to compile and analyze technical data and prepare reports.  Ability to plan, assign and review the work of technical and non-technical personnel.  Ability to express ideas clearly and concisely orally and in writing and to speak effectively before interested groups.  Ability to establish and maintain public interest and confidence in a program of insect and parasite control.  Ability to plan, direct and supervise field and laboratory personnel engaged in entomological programs.  Ability to establish and maintain harmonious relationships with federal, state and local government officials and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
