BASIC PURPOSE:  To supervise skilled technical engineering activities, including planning and research, environmental studies, design, construction and maintenance of a variety of engineering projects.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Assesses agency engineering needs and makes recommendations for the development or modification of technical engineering work methods and procedures.

·        Supervises work performed by technical engineering staff and conducts employee performance appraisals on an annual basis.

·        Selects and assigns personnel to perform required work assignments on designated engineering projects; supervises the training and instruction of subordinate staff.

 

·        Supervises private contractors in the execution of various state contracts.

·        Plans and coordinates special engineering projects with state, federal and local government officials.

·        Analyzes and correlates statistical data and prepares reports relating to engineering projects.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and firing employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

 

MINIMUM QUALIFICATIONS:

 

MINIMUM QUALIFICATIONS - DEPARTMENT OF TRANSPORTATION AND DEPARTMENT OF ADMINISTRATIVE SERVICES, BUREAU OF PUBLIC WORKS DESIGN AND CONSTRUCTION:

 

Education:  Associate's degree from a recognized college or technical institute with a major study in engineering, landscape, architecture, forestry, horticulture, environmental studies, agronomy, geology, soil science or earth science.  Each additional year of approved formal education may be substituted for one year of required work experience. 

 

MINIMUM QUALIFICATIONS - PUBLIC UTILITIES COMMISSION:

 

Education:  Associate's degree from a recognized college or technical institute with a major study in engineering, finance, economics, or mathematics.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

MINIMUM QUALIFICATIONS - DEPARTMENTS OF ENVIRONMENTAL SERVICES AND ADJUTANT GENERAL:

 

Education:  Associate's degree from a recognized college or technical institute with a major study in engineering, hydrology, geology, earth sciences, or environmental studies.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

MINIMUM QUALIFICATIONS - EXPERIENCE AND LICENSE/CERTIFICATION

Experience:  Seven years' engineering experience, two years of which shall have been at a level equivalent to Engineering Technician IV.  Each additional year of approved work experience may be substituted for one year of required formal education. 

 

License/Certification:  Valid driver's license and access to transportation if required for performing engineering field work.  Any additional license requirement must be stated on the supplemental job description and approved by the Division of Personnel prior to posting at the agency level.

 

 

RECOMMENDED WORK TRAITS:  Extensive knowledge of engineering techniques at a pre-professional level.  Extensive knowledge of environmental issues and regulations, material testing and designing of highways.  Skill in the use of drafting and computing instruments and testing equipment.  Skill in making complex drawings, tracings and technical mathematical computations.  Ability to read and understand technical engineering drawings and plans.  Ability to perform difficult laboratory tests and assume inspectional responsibilities in the field.  Ability to train and supervise subordinate personnel and maintain accurate records.  Ability to establish and maintain effective working relationships with other employees, federal authorities and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
