BASIC PURPOSE: To perform technical engineering duties
both in the field and in the laboratory by preparing charts and graphs,
collecting field samples and making field notes and engineering computations.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Performs engineering
duties related to a variety of engineering projects, including verifying work
to ensure compliance with established plans and specifications.

Collects and reduces
field data, as directed, in the form of tables, charts and graphs.

Assists in the
preparation and design of engineering plans.
·
Collects field
samples and conducts a variety of field or laboratory tests.
·
Schedules work
assignments for subordinate technical engineering staff.
·
Assists in
supervising technical engineering duties in a designated area, including field
and laboratory testing, design, construction, and environmental studies.

DISTINGUISHING FACTORS:
Skill: Requires skill in recommending routine
changes in standardized operating procedures OR in retrieving, compiling and
reporting data according to established procedures OR in operating complex
machines.
Knowledge: Requires understanding and using
business or trades vocabulary or basic arithmetic to perform standard operating
procedures.
Impact: Requires responsibility for
contributing to immediate, ongoing agency objectives by facilitating the direct
provision of services to the public or other state agencies. Errors at this level result in
inaccurate reports or invalid test results and require significant investment
of time and resources to detect.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job
functions in an environment which includes exposure to continuous physical
elements or a number of disagreeable working conditions with frequent exposure
to minor injuries or health hazards.
Physical Demands: Requires medium work, including
continuous strenuous activities such as frequent reaching, bending, or lifting
as well as performing work activities which require fine manual dexterity or
coordination in operating machines or equipment.
Communication: Requires explaining facts, interpreting
situations, or advising individuals of alternative or appropriate courses of
action. This level also requires
interviewing or eliciting information from state employees or members of the
general public.
Complexity: Requires a combination of job functions
using minimal judgment to perform a variety of job tasks according to clearly
prescribed standard practices and procedures.
Independent Action: Requires a range of choice in applying
a number of technical or administrative policies under general direction and in
making routine decisions or in recommending modifications in work procedures
for approval by supervisor.
MINIMUM QUALIFICATIONS:
MINIMUM
QUALIFICATIONS - DEPARTMENT OF TRANSPORTATION:
Education: Graduation from high school, G.E.D. or
its equivalent.
Experience: Three years' experience as an
Engineering Aide or Engineering Technician, at least one year of which shall
have been at a level equivalent to Engineering Technician I.
OR
Education: Associate's degree from a recognized
college or technical institute with a major study in engineering, landscape,
architecture, forestry, horticulture, environmental studies, agronomy, geology,
soil science or earth science.
Experience: One year's experience at a level
equivalent to Engineering Technician I.
MINIMUM
QUALIFICATIONS - DEPARTMENT OF ENVIRONMENTAL SERVICES:
Education: Graduation from high school, G.E.D. or its
equivalent.
Experience: Three years' experience as an
Engineering Aide or Engineering Technician, at least one year of which shall
have been at a level equivalent to Engineering Technician I.
OR
Education: Associate's degree from a recognized
college or technical institute with a major study in engineering, hydrology,
geology, earth sciences, or environmental studies.
Experience: One year of experience at a level
equivalent to Engineering Technician I.
License/Certification: Valid driver's license and access to
transportation if required for performing engineering field work. Any additional license requirement must
be stated on the supplemental job description and approved by the Division of
Personnel prior to posting at the agency level.
RECOMMENDED WORK TRAITS: Considerable knowledge of fundamental
engineering techniques including a working knowledge of trigonometry and
algebra required to perform difficult mathematical computations. Considerable knowledge of material testing and highway design
work. Some knowledge of
environmental issues and regulations.
Skill in the use of drafting, computing instruments, and testing
equipment. Ability to make
difficult drawings, tracings and technical computations. Ability to perform difficult laboratory
tests, assume inspectional responsibilities, train and supervise subordinate
personnel, and maintain accurate records.
Ability to establish and maintain effective working relationships with
other employees, federal authorities and the general public. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
