BASIC PURPOSE:  To supervise professional and technical engineering staff involved in highway district operations, developing and maintaining maintenance management systems, and the collecting and analyzing of traffic data.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Manages major functions within a unit or highway district by supervising professional, technical and skilled employees.

 

·        Provides professional engineering services in reviewing the plans of developers, utility companies, and others relative to the state highway system.

 

·        Prepares engineering drawings, cost estimates, material lists and specifications to further the construction and reconstruction of state highways and maintenance facilities.

 

·        Develops reporting techniques to monitor and evaluate the year-round physical condition of state highways and to plan appropriate programs and responses.

 

·        Administers the data gathering and traffic analysis operations of the traffic research section.

 

·        Investigates and resolves complaints or inquiries from the public concerning department policies and procedures to promote both positive public relations and the departmental goals.

 

·        Compiles, interprets and edits data to prepare reports, projections, and recommendations in the areas of equipment, materials, personnel and cost accounting.

 

·        Responds to emergency situations to protect the highway system and provide for the public's safety and convenience.

 

·        Represents department at regional conferences.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

 

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires formulating the combination of overall job functions in order to address highly diverse or novel situations requiring new concepts and imaginative approaches to a wide range of intellectual and practical problems.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with a major study in civil engineering.

 

Experience:  Five years' professional post baccalaureate civil engineering experience, with at least three years' experience in managing the more difficult phases of engineering work.

Education:  Bachelor's degree from a recognized college or university with a major study in civil engineering.

 

Experience:  Seven years' professional post baccalaureate civil engineering experience, with at least three years' experience in managing the more difficult phases of engineering work.

 

                                                                            OR

 

Education:  Associate's degree from a recognized college or university with a major study in civil technology.

 

Experience:  Seven years' experience in the practice of civil engineering at a level equivalent to Civil Engineer I (or higher), with at least three years' experience in managing the more difficult phases of engineering work, plus two additional years' experience in a position comparable to an Engineering Technician.

 

 

 

License/Certification:  Possession of a valid driver's license and/or have access to transportation for statewide travel.  NH Certificate of Registration as a professional engineer.

 

SPECIAL REQUIREMENTS:

 

1.     Must live within District.

2.     Must have a telephone and be available 24 hours per day.

 

RECOMMENDED WORK TRAITS:  Knowledge of the principles and practices of civil engineering with special reference to the activities of the appropriate specialty.  Knowledge of modern methods and techniques as applied to the design, construction, maintenance and operation of public works.  Knowledge of engineering design and soils and materials engineering.  Knowledge of effective supervision.  Ability to perform mathematical computations applicable to engineering surveying and design operations.  Ability to prepare, interpret and utilize civil engineering plans, maps and specifications.  Ability to plan and supervise the work of professional and technical employees.  Ability to make comprehensive recommendations on engineering problems.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with associates, subordinates, consultants, contractors, and contractor's employees.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
