BASIC PURPOSE: To coordinate and supervise subsurface
exploration programs by working as a project site manager, and to perform a
variety of professional duties associated with the geological and soil science
aspects of statewide civil engineering projects.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Performs preliminary
reconnaissance of project sites to evaluate potential geologic conditions and
to provide geological information for use in design and construction.
·
Plans or assists in
planning subsurface exploration programs, and manages the implementation of the
program at the project site.
·
Inspects geotechnical
field work performed by drilling and backhoe crews to assure that the field
work is conducted in conformance with all applicable specifications and
requirements.
·
Supervises the field
work of private geotechnical consultants and private drillers, including
checking work hours, reviewing quantities submitted for payment, and providing
continuous field inspections to verify that the work is in conformance with the
contract documents.

Classifies soil and
bedrock and maps the subsurface conditions at the project site and prepares
reports summarizing subsurface data and interpretations of the soil, bedrock
and groundwater conditions.

Coordinates and
communicates with other bureaus, government agencies, state and town officials,
utility companies, and property owners to implement geotechnical exploration
programs.

Supervises and
implements all traffic control systems to insure safety of exploration crews
and the general public.
·
Trains technical and
non-technical personnel in basic earth sciences and various soil classification
systems.

DISTINGUISHING FACTORS:
Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires logical or scientific
understanding to analyze problems of a specialized or professional nature in a
particular field.
Impact: Requires responsibility for achieving
direct service objectives by assessing agency service needs and making
preliminary recommendations for the development of alternative short-term
program policies or procedures.
Errors at this level result in incomplete assessments or misleading
recommendations causing a disruption of agency programs or policies.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job
functions in an environment which includes exposure to continuous physical
elements or a number of disagreeable working conditions with frequent exposure
to minor injuries or health hazards.
Physical Demands: Requires medium work, including
continuous strenuous activities such as frequent reaching, bending, or lifting
as well as performing work activities which require fine manual dexterity or
coordination in operating machines or equipment.
Communication: Requires summarizing data, preparing
reports and making recommendations based on findings which contribute to
solving problems and achieving work objectives. This level also requires presenting information for use by
administrative-level managers in making decisions.
Complexity: Requires coordinating a combination of
diverse job functions in order to integrate professional and technical agency
goals. This level also requires
considerable judgment to implement a sequence of operations or actions.
Independent Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized
college or university with major study in geology, soil science, civil
engineering, or other related soils or geological studies. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Five years' professional experience in
geology or a soil scientist environment.
License/Certification: Possession of a New Hampshire driver's
license and/or access to transportation for statewide travel.
RECOMMENDED WORK TRAITS: Knowledge of soils and/or bedrock
characteristics, methods of analysis, and a scientific understanding of
geological/pedalogical features with emphasis on the New Hampshire area. Knowledge of engineering principles and
practices applied in the location, design and construction of roads, bridges,
building sites and comparable structures.
Knowledge of mathematics sufficient to perform moderately complex
algebraic computations. Ability to
summarize geological and soil science findings and recommendations relating to
the design and construction of civil engineering projects. Ability to plan and implement
geotechnical investigations and present technical data in clear, concise
reports. Ability to establish working
relationships with associates, government officials, consultants, professional
organizations and the general public.
Must be willing to maintain appearance appropriate to assigned duties
and responsibilities as determined by the agency appointing authority.
