BASIC PURPOSE:  To direct, plan and implement nursing services, programs and quality management procedures to meet current and projected nursing needs and to coordinate clinical services for patients/residents at a state facility.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Monitors the quality assurance component of the nursing department, making recommendations and assuring follow-up is established; establishes and implements goals and objectives for the nursing department.

 

·        Initiates and updates peer reviews in all levels of nursing staff, to maintain growth and education to meet all staff needs.

 

·        Evaluates the quality of care given to the residents by the nursing staff; collaborates with other disciplines, assuring that each resident has an appropriate overall plan of care which meet individual needs.

 

·        Develops, implements and executes nursing care policies and procedures and assures they are being carried out under the direction of the medical director; ensures coordination of nursing care provided for residents. 

 

·        Establishes and sets goals and objectives for the nursing department and plans their implementation.

 

·        Initiates contacts with external and internal agencies to promote and generate a multi-system approach to resident care, work with families, staff and hospital administration.

 

·        Prepares statistical reports on activities of nursing staff; assists in preparing reports and planning procedures for nursing service.

 

·        Reviews and prepares work schedules, schedules nursing and other related personnel to maintain nursing coverage within an area of the hospital.

 

·        Assigns nursing personnel to specific shifts and wards, ensures attendance at the orientation program and schedules personnel for basic and advanced training courses.

 

·        Makes rounds, reviews unit reports and confers with nurses and others regarding the condition of the patients; makes suggestions regarding the care of patients, unit equipment, housekeeping, and safety conditions.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and terminating employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires formulating the combination of overall job functions in order to address highly diverse or novel situations requiring new concepts and imaginative approaches to a wide range of intellectual and practical problems.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree in nursing from a recognized college or university. 

 

Experience:  Five years experience in nursing in a large psychiatric institution, two years of which shall have been in a supervisory or senior psychiatric nursing capacity.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  1.  Possession of a current license as a Registered Nurse in New Hampshire.  2.  Certification by the American Nurses Association in nursing administration.

 

RECOMMENDED WORK TRAITS:  Extensive knowledge of professional theory and practices and its application to nursing care and treatment for mentally ill.  Thorough knowledge of professional, supervisory, administrative and education principles and practices involved in psychiatric nursing administration.  Thorough knowledge of the principles of personnel administration, techniques of interviewing, budgeting, evaluating, counseling and guidance.  Ability to plan and supervise the work of a professional staff in the application of nursing techniques to the care and treatment of mentally ill.  Ability to establish and maintain effective working relationships with professional and non-professional personnel.  Ability to grow professionally and to foster health growth and adjustment in others.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
