CLASSIFICATION:  ASSISTANT HARBORMASTER

BASIC PURPOSE:  To assist the Harbormaster in performing harbor control coverage in the tidal water harbors of the state, including enforcing mooring regulations, small boat traffic control and harbor safety procedures.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Assists the Harbormaster in patrolling the tidal water harbors of the state to preserve and regulate navigation; monitors condition of moorings, and when necessary, requests the removal of vessels.

 

·        Checks applications for mooring permits and inspects moorings for compliance with safety requirements.

 

·        Keeps channels clear of lobster buoys and other obstructions.

 

·        Explains boating safety laws and regulations to the public; answers boaters' questions and provides information pertaining to rules of the harbor.

 

·        Observes and may check the operation of all types of boats to ensure compliance with statutes, rules, and regulations established by the Port Authority.

 

·        Administers first-aid in case of accident or other emergency situations.

DISTINGUISHING FACTORS:

 

Skill:  Requires minimal skill in performing a series of routine procedures OR in operating equipment according to standardized instructions.

 

Knowledge:  Requires understanding and using business or trades vocabulary or basic arithmetic to perform standard operating procedures.

 

Impact:  Requires minimal responsibility for contributing to agency objectives by supporting or performing routine work activities within a small organizational unit.  Errors at this level are of minor consequence and are readily detected through frequent checking or inspection.

 

Supervision:  Requires no supervision of employees or functions.

 

Working Conditions:  Requires performing regular job functions in an adverse working environment containing a combination of disagreeable elements which impact significantly upon the employee's capacity for completing work assignments.  This level includes work-related accidents or assault.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

 

Communication:  Requires obtaining and exchanging information, referring inquiries to the appropriate source, or responding to questions from state employees or members of the general public.

 

Complexity:  Requires a minimal combination of job functions, including performing frequently repeated tasks according to set procedures and standardized situations.

 

Independent Action:  Requires minimal choice in performing routine duties under immediate supervision and in following simple instructions according to standardized policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Completion of high school, G.E.D., or equivalent, possessing the ability to follow written and verbal instructions and use of mathematics.

 

Experience:  Six month's of experience associated with small boat operation in tidal waters.

 

License/Certification:  None required.

 

SPECIAL REQUIREMENTS:

 

1.     Must be at least eighteen (18) years of age: applicants at least twenty-one (21) years of age preferred.

 

2.     Must be knowledgeable regarding standard first-aid procedures.

 

RECOMMENDED WORK TRAITS:  Knowledge of the operation of boats and motors.  Knowledge of the New Hampshire laws and rules governing the operation, equipment, navigation and mooring of boats.  Skill in administering basic first-aid.  Ability to conduct investigations relative to boat operation.  Ability to prepare and submit reports and prosecute harbor violation cases in court.  Ability to establish and maintain effective working relationships with governmental and private agency officials and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
