BASIC PURPOSE: To plan, monitor and integrate programs of
nursing education and nursing practices in the state.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Screens and
evaluates credentials for registered and practical nursing licensure and for
legal recognition as Advanced Registered Nurse Practitioner.
·
Performs
activities related to interpreting, communicating and updating of Board’s
rules and regulations.
·
Conducts
and/or assists with surveys of educational programs and clinical resources.
·
Prepares
reports of survey visits for Board action.
·
Coordinates
licensing examinations.
·
Develops
policies, standards and procedures relative to all areas of nursing practice
and nursing education.
·
Analyzes
annual reports of nursing programs and presents summaries for Board action.
·
Develops
guidelines pertaining to improving nursing practice competency.
·
Conducts
workshops and participates on relevant committees.
·
Evaluates
courses, curricula and self-evaluation reports concerning professional and
practical nursing programs as well as establish guidelines for re-entry
programs, expanded role and paraprofessional nursing courses.

Assumes full
responsibility for Board and Staff activities during periods of absence of the
director.

DISTINGUISHING FACTORS:
Skill: Requires skill in analyzing and interpreting
data, policy, and procedures OR in using equipment in order to arrive at
logical conclusions or recommendations.
Knowledge: Requires logical or scientific expertise to
resolve problems of a specialized or professional nature in a wide range of
applications.
Impact: Requires responsibility for achieving major
aspects of long-range agency objectives by planning short- and long-term
organizational goals, reviewing recommendations for procedural changes, and
developing or revising program policies.
Errors at this level result in incorrect decisions at an administrative
level, and are detected subsequent to implementation in an overall evaluation
process.
Supervision: Requires direct supervision of programs or of
employees doing work which differs from the supervisor, including disciplining
employees, solving personnel problems, recommending hiring and firing
employees, and developing work methods.
The supervisor in this position manages a working unit or section with
responsibility for employee performance appraisal.
Working Conditions: Requires performing regular job functions in a
controlled environment with minimal exposure to disagreeable job elements and
little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including continuous
walking or operating simple equipment for extended periods of time as well as
occasional strenuous activities such as reaching or bending.
Communication: Requires acting as the official
representative of the agency, including explaining and defending current and
long-range goals or objectives which directly affect public policy decisions
regarding major state programs and services.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific
thinking. This level also requires
planning policies and long-term strategies, drawing conclusions based on
available criteria, and evaluating the effectiveness of program objectives.
Independent Action: Requires independent judgment in planning and
evaluating work procedures and in supervising the development of professional,
technical and managerial standards under administrative direction and according
to broad departmental guidelines.
MINIMUM QUALIFICATIONS:
Education: Master’s degree in adult education or
nursing from a recognized college or university and a Bachelor’s
degree in nursing.
Experience: Six years’ experience in the field of
nursing, three years of which must have been in teaching or administration in
an approved school of nursing.
License/Certification: Must possess current registered nurse
licensure in
Preference will be
given to candidates who:
a) Possess the ability to demonstrate both
computer input and data retrieval skills
b) Have experience with regulatory procedures,
and
c) Relate well to all facets of health care
RECOMMENDED WORK TRAITS: Extensive knowledge of nursing theory and
practice and its relationship to the needs of a changing health delivery
system. Knowledge of nursing
administrative practices and procedures.
Knowledge of nursing care providers and health care facilities. Ability to evaluate accepted nursing
practices and to revise and update standards for the expanded practice
role. Ability to communicate
effectively. Ability to establish and
maintain effective working relationships with providers and recipients of
nursing care, other relevant persons and the public. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
