BASIC PURPOSE: To achieve Corrections Department
objectives by initiating and directing aspects of operations management under
the authority of the Commissioner.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Oversees agency-wide
activities to insure compliance with laws, rules, policies and procedures.
·
Directs, follows up,
manages and supervises investigative activity as a result of inquires, alleged
malfeasance, proven misfeasance or criminal behavior on the part of any agency
employee.
·
Supervises interstate
probation, parole and corrections agreements and contracts with other
correctional agencies for offender supervision and relocation of offenders.
·
Develops and
implements agency rules, standards, policy and procedures to provide written
framework for directors and subordinates to enable the agency and its elements
to achieve and maintain accreditations and legal compliance.
·
Directs planning,
program development, facilities planning, and construction and research
activities to provide for future needs and requirements.
·
Oversees budget
preparation and fiscal execution to provide adequate assets to accomplish
required tasks, and coordinates legal and legislative functions to provide
agency input.
·
Represents the
Commissioner before legislative committees, civic groups and other agencies and
activities as required.

DISTINGUISHING FACTORS:
Skill: Requires skill in evaluating, planning
or integrating analysis of data to formulate current and long-range solutions,
strategies or policies of a specialized or technical nature.
Knowledge: Requires expertise in a highly
specialized, technical or professional discipline to manage or create policy at
a system wide administrative level.
Impact: Requires overall administrative
responsibility for achieving agency objectives by directing all aspects of
operations management. Errors at
this level result in disruption of system wide programs or services as well as
long-term adverse impact on agency image and the future success of
organizational operations.
Supervision: Requires agency-wide administrative
supervision, including the responsibility for developing and evaluating
internal personnel policies. This
level also involves the administrative management of a program which affects
more than one agency, including overseeing the interaction of agency employees
or policies to accomplish organizational objectives or goals.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires acting as the official
representative of the agency, including explaining and defending current and
long-range goals or objectives which directly affect public policy decisions
regarding major state programs and services.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific thinking. This level also requires planning
policies and long-term strategies, drawing conclusions based on available
criteria, and evaluating the effectiveness of program objectives.
Independent Action: Requires administrative decision-making
in authorizing and monitoring the implementation of major departmental policies
and procedures.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized
college or university.
Experience: Nine years' experience at a
professional supervisory level in corrections, law enforcement or business
management in a large public or private organization with executive
responsibilities concerned with program administration, long range financial
planning, budget preparation and operational management. Each additional year of approved work
experience may be substituted for one year of required formal education at the
graduate level only.
License/Certification: None required.
RECOMMENDED WORK TRAITS: Thorough knowledge of the findings,
trends and developments resulting from research in the field of rehabilitation
and corrections. Thorough
knowledge of criminal law and administration. Extensive knowledge of the principles involved in prison
administration, probation/parole administration and administration of a major
state agency. Considerable
knowledge of public management, personnel management and administrative methods
and techniques. Considerable
practical knowledge of law enforcement supervision, correctional security and security
routines. Knowledge of rehabilitative and corrective programs. Ability to meet the public to
accomplish and seek their cooperation in the aims of the correctional system.
Ability to establish and maintain effective working relationships with other
agency employees, students, law enforcement agencies, professional agencies,
medical agencies and the general public.
Ability to communicate effectively both orally and in writing. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
