BASIC PURPOSE:  To plan the layout and supervise the development of OHRV (Off –Highway Recreational Vehicle) and multi-use trails and programs in an assigned area, and to perform statewide law enforcement duties relative to OHRV trails.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Assists in the development of OHRV and other trail systems including obtaining contracts with landowners relative to options or easements, and performing title searches where necessary.

 

·        Schedules and supervises the work of trail crews, taking an active part in the procedure. Prepares reports and records as trail supervisor.

 

·        Schedules and supervises trail maintenance and operates ATV's, snowmobiles and grooming equipment while performing tasks related to trail patrol.

 

·        Meets with and speaks before clubs and civic organizations in connection with the OHRV program.

 

·        Performs law enforcement duties in connection with the OHRV laws on a statewide basis as well as on established trail systems.

 

·        Enforces department rules and state statutes relative to OHRV trails on lands owned or leased to the state.

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and in making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate’s degree with major study in parks and recreation management, outdoor recreation, forestry, law enforcement, mechanical, civil, or engineering technology, or a related field.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Two years of experience in one or more of the following work areas:  law enforcement, public relations, trail or forestry construction, or heavy equipment operation.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Valid New Hampshire driver's license.  Must have the ability to obtain a Class A Commercial Driver’s License.  Must complete the New Hampshire Police Academy prior to completion of probationary period and attend other Law Enforcement Training schools as required.

 

SPECIAL REQUIREMENTS:

 

1.     Must pass a standard physical exam after conditional offer of employment has been made.

2.     No criminal record other than minor motor vehicle violations.

 

RECOMMENDED WORK TRAITS:  Knowledge of the layout and development of OHRV trails and programs.  Knowledge of the methods for securing property easements.  General knowledge of the laws and ordinances pertaining to law enforcement.  Knowledge of heavy construction equipment and power tools.  Knowledge of machinery repair.  Knowledge of the use of computers and GPS ( Global Positioning Satellite Systems) equipment and related software.  Ability to read and understand blueprints and design standards and to determine construction methods.  Ability to learn the use of firearms, radio transmitters and other allied equipment.  Ability to operate off-highway recreational vehicles, both in winter and summer operations.  Ability to meet the general public with appropriate tactfulness.  Ability to speak before groups.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
