BASIC PURPOSE:  To supervise the professional engineering analysis and evaluation of air pollution sources and problems and the development of emission reduction strategies.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Supervises and coordinates the inspection of all stationary sources of air pollution to ensure compliance with state and federal air regulations.

 

·        Supervises lower level Air Pollution Control Engineers.

 

·        Supervises the issuance of all permits and their fee collection.

 

·        Maintains and updates emission inventory data bases and prepares required reports for EPA.

 

·        Develops and coordinates stationary source testing policy and guidance for compliance with state and federal air regulations.

 

·        Instructs vendors or methods and techniques for proper disposal of hazardous material and stratospheric ozone-depleting substances.

 

·        Prepares administrative orders and letters of deficiency as well as preparing enforcement referrals to the Department of Justice.

 

·        Develops and updates toxic emission inventories, control technology requirements and permitting requirements to identify, quantify, and control toxic air pollutants.

 

·        Testifies at public hearings and in court as an expert witness.

 

·        Develops emission reduction strategies and rules for stationary and mobile sources for the purpose of attaining and maintaining ambient air quality standards.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and terminating employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university in engineering (Chemical, Mechanical, or Environmental preferred; other engineering degrees considered with appropriate environmental background).

 

Experience:  Five years' technical or professional engineering experience with at least one year of experience in air pollution control engineering.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  Possession of a valid driver's license and/or have access to transportation for statewide travel.

 

SPECIAL REQUIREMENTS:  Initial employment requires the ability to pass a baseline medical examination consistent with the recommendations of the National Institute of Occupational Safety and Health.

 

RECOMMENDED WORK TRAITS:  Knowledge of state and federal laws and rules as they pertain to air pollution.  Knowledge of commercial and industrial operations and processes particularly relating to the emission of atmospheric pollutants.  Knowledge of the types, operation, characteristics and proper application of air pollution control devices.  Knowledge of the techniques and instruments used during source and general atmospheric sampling.  Knowledge of basic engineering principles relating to air pollution.  Knowledge of the principles of combustion.  Knowledge of the basic principles of chemistry and calculus.  Ability to utilize technical equipment in source and general atmospheric sampling.  Ability to conduct technical investigations utilizing engineering principles and procedures.  Ability to make computations and calculations involving the application of high level mathematics.  Ability to analyze and present technical data in clear, concise engineering reports.  Ability to establish and maintain effective working relationships with individuals as well as the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
