BASIC PURPOSE:  To examine the safety of airports and aircraft by performing field investigations of airports, aircraft accidents and other related law violations.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Examines landing areas for compliance with federal and state safety standards.

 

·        Prepares complaints and warrants in cases of violations and presents evidence and testimony in court cases involving aviation matters.

 

·        Examines federal and state registration records and written documentations of airport visits to enforce the state's registration laws.

 

·        Analyzes and interprets data from aircraft accidents through visual inspection of wreckage, including taking photographs and recording witness statements.

 

·        Reviews summaries of investigation data and prepares reports articulating information on airport visits, aircraft accidents and aeronautics law violations.

 

·        Develops traffic patterns and flight area maps for airports, heliports and seaplane bases.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

 

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree in aeronautical engineering from a recognized college or university. 

 

Experience:  Seven years' experience as a pilot which includes at least 1,000 hours of total flying time, 150 hours within the last three years, 100 hours in aircraft of less than 12,500 pounds gross weight and 200 hours of cross-country flying. 

 

License/Certification:  FAA Commercial Pilot's Certificate with instrument and single and multi-engine ratings. 

 

RECOMMENDED WORK TRAITS:  Knowledge of all local, state and federal laws, rules and regulations relating to the operation and maintenance of aircraft.  Knowledge of court practices and procedures relating to the prosecution of aircraft law violators.  Knowledge of various types of modern aircraft and their component parts.  Skill in handling aircraft.  Ability to present a satisfactory record as a pilot under the Federal Aviation Administration.  Ability to prepare comprehensive reports.  Ability to establish and maintain effective working relationships with employees and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
