BASIC PURPOSE:  To administer and supervise specific law enforcement, administrative, support, and licensing functions as a member of the command staff of the Fish and Game Department’s Law Enforcement Division.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Acts as primary facilitator for interpretations of law enforcement related questions received at Concord Headquarters by members of the general public.  Evaluates complaints and possible violations, and disseminates applicable information to district field offices for enforcement of appropriate laws or rules.

·           Addresses public and private groups as assigned in order to explain and increase public awareness of departmental programs.

·           Advises Department executives, administrators and other officers on legal questions relating to Fish and Game laws, rules, and regulations.

·           Manages and supervises the Department’s centralized telecommunication dispatch center, with responsibility for employees performance appraisal.

·           Administers the agency’s commercial hunting and fishing guide testing program and the issuance of special wildlife permits.

·           Acts as purchasing and inventory control officer for the Law Enforcement Division, to include reviewing and recommending equipment needs, purchasing and maintaining a stock of uniforms, supplies and equipment, and maintaining appropriate records.

·           Participates in the development and review of Department rules, regulations, and procedures.  Provides training to Department employees on various topics and serves on committees as assigned.

·           Performs all characteristic duties and responsibilities outlined in the class specification for Conservation Officer as mandated by necessity or as assigned.

 

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and firing employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires reviewing summaries and reports and making decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor’s degree from a recognized college or university with major study in conservation, forestry, fish and game management, law enforcement, or a related field.

 

Experience:  Five years’ experience as a Conservation Officer above the Trainee level.  Each additional year of approved work experience at any Conservation Officer level may be substituted for one year of education at the Bachelor’s level only.

 

Special Requirements: 

 

  1. For appointment consideration, Administrative Conservation Officer Lieutenant candidates must pass a Level II Conservation Officer promotional written examination.  This written examination measures the knowledge, skills, and abilities identified as necessary for satisfactory job performance by this class specification.
  2. Successful completion of a minimum of 32 hours of department approved supervisory training prior to the conclusion of the 12 month probationary period.
  3. Review of the past three years of work performance by the Fish and Game Agency Review Board.  This Board will also interview the candidates to determine comprehension of material, laws, rules and policy changes since the date or written examination.

 

License/Certification:  Must be certified as a full-time law enforcement officer by the New Hampshire Police Standards and Training Council.

 

RECOMMENDED WORK TRAITS:  Knowledge of the federal and state statues and departmental regulations relative to Fish and Game, OHRV, boating and snowmobiles, the Criminal Code as well as the Administrative Procedures Act and the legislative and judicial system.  Knowledge of investigative/evidence gathering techniques and court procedures.  Knowledge of hunting, fishing, and trapping techniques and equipment used in hunting, fishing, trapping and ice fishing.  Knowledge of state fish, wildlife and marine species.  Knowledge of rescue methods and equipment.  Knowledge of principles and procedures associated with operation of a radio and telecommunications, records and dispatch center.  Knowledge of purchasing and stock control methods and procedures and the maintenance of inventory and cross records.  Knowledge of basic mathematics.  Knowledge of instructional methods.  Ability to explain polices, laws and operations to Department officials and the general public.  Ability to speak effectively before diverse groups.  Ability to read, comprehend and interpret written materials such as reports, memos, laws, and related materials.  Ability to supervise other employees.  Ability to maintain effective working relationships within the Division as well as with other Department employees, staff within other Departments, the legislative and judicial branches and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
