BASIC PURPOSE:  To administer the operation and management of comprehensive, hospital-wide psychiatric social service activities.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Administers, directs and manages psychiatric social service activities to ensure services are provided to patients and their families.

 

·        Develops standards of professional practice for all clinical social workers involving developing and updating a policy and procedures manual.

 

·        Recruits professional and para-professional staff involving developing and maintaining liaison relationships with various universities.

 

·        Directs a quality assurance program to assure accountability per specific professional role functions and quality of social work services.

 

·        Evaluates and appraises the work performance of all professional social workers with regard to specialized clinical competencies.

 

·        Allocates various human and financial resources to meet the needs of the treatment programs for the department.

 

·        Provides clinical social work services and direct therapeutic care as required.

 

·        Communicates and contracts with various community and agency representatives in management and administrative levels to provide for continuity of patient care services/follow-up, and outpatient services.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

 

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree in psychiatric social work from a college or university accredited by the Council on Social Work Education. 

 

Experience:  Seven years' experience in psychiatric social work which shall have included two years in supervising social workers and/or social work students in the second year of graduate school and two years with administrative responsibility in a team-oriented all purpose psychiatric clinic.  Supervisory and administrative responsibilities may have been concurrent. 

 

License/Certification:  Possession of A.C.S.W. certification.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of the principles of psychiatric casework in the care and treatment of emotionally disturbed, mentally ill and developmentally disabled persons of all ages.  Considerable knowledge of the basic principles and facts underlying psychiatric diagnosis and treatment.  Ability to teach and supervise psychiatric social workers and social work students.  Ability to organize, develop and implement new and changing programs.  Ability to create and maintain harmonious relationships with professional and clerical staff.  Ability to speak before public groups, give consultations to professional groups and to represent the hospital on committees.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
