BASIC PURPOSE:  To plan, develop and administer a variety of programs and diverse services and special projects within the Department of Health and Human Services.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Develops methods for establishing statewide health needs and priorities as outlined in state and federal regulations.

 

·        Analyzes expenditures and services to identify cost effective modifications to the agency's activities.

 

·        Supervises the preparation of short- and long-range program goals and objectives to assure consistency with agency mission and policy.

 

·        Advises senior management of the agency on alternative courses of action for program/service delivery.

 

·        Develops legislation and analyzes legislative activities to assess their impact on agency goals and objectives.

 

·        Develops annual budget recommendations for agency programs for use by agency officials.

 

·        Negotiates with state and federal agencies in grant preparation and funding or policy negotiation.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with major study in public health, public health epidemiology, public administration, health services administration, sociology, biostatistics, or other discipline related to social service evaluation and administration.  Each additional year of approved formal education may be substituted for one year of required work experience. 

 

Experience:  Seven years' experience in more than one setting in government or government-related policy analysis and research, sociological research and design, or equivalent experience in research requiring expertise in health and social service data collection, management and statistical analysis in non-academic settings, at least three years shall have been in an administrative or supervisory position.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of administrative planning principles in order to plan, develop and administer programs.  Extensive knowledge of community, regional and state health care organizations and their relationship to health planning and development.  Must be familiar with current health legislation.  Ability to work cooperatively with federal, state and local governmental and private agencies to bring about a coordinative health planning program.  Ability to communicate effectively both orally and in writing.  Ability to plan and implement programs and to establish priorities for major programs.  Ability to plan and direct the work of the agency staff, consumers and providers in the health planning areas.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
