BASIC PURPOSE:  To administer bureau objectives by planning policies, rules and interpreting information for the Bureau of Hearings, Department of Safety.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Develops, implements and revises agency rules and policies and to ensure consistency and uniformity of hearings and public notice, and interprets laws governing agency activities.

·           Communicates with judges, clerks of court, attorneys and law enforcement officials to ensure statutes, department rules and court policies and procedures are not in conflict, and determines priority of scheduling to ensure legal requirements and time frames are in compliance.

·           Recommends changes in state statutes and testifies before legislative and study committees in behalf of proposed statutory changes and legislation pertinent to the Department of Safety.

·           Advises the Commissioner of the likely impact of proposed legislative changes.

·           Analyzes files, records, statistics, computer data, briefs, court abstracts, and court decisions in order to research legal questions and to determine trends in law enforcement activities and court convictions.

·           Manages supervisory staff to include responsibility for hiring, approval of leave, performance evaluations, and disciplinary action.

·           Directs and monitors the development of agency plans in order to implement department-wide programs and initiatives, and provides support to the Assistant Commissioner in program coordination, to include policy setting and review and analysis of agency reorganizations.

·           Acts as the Assistant Commissioner’s designee to represent the interests and concerns of the agency on committees, boards, and task force groups.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in evaluating, planning, or integrating analysis of data to formulate current and long-range solutions, strategies, or policies of a specialized or technical nature.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires overall administrative responsibility for achieving agency objectives by directing all aspects of operations management.  Errors at this level result in disruption of system-wide programs and services as well as long-term adverse impact on agency image and the future success of organizational operations.

 

Supervision:  Requires agency-wide administrative supervision, including the responsibility for developing and evaluating internal personnel policies.  This level also involves the administrative management of a program which affects more than one agency, including overseeing the interaction of agency employees or policies to accomplish organizational objectives and goals.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

 

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Master’s degree from a recognized college or university with a major study in public administration or business administration.

 

Experience:  Eight years’ experience involved with administrative law, hearings, or regulatory activities in a management level position requiring program administration, planning and evaluation.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  Valid New Hampshire driver’s license.

 

RECOMMENDED WORK TRAITS:  Knowledge of the functions, procedures, rules, statutes, laws, and regulations governing the Department of Safety.  Knowledge of training and supervisory techniques.  Knowledge of the principles and practices of public administration.  Working knowledge of courtroom procedures.  Ability to administer and conduct complex hearings for the agency.  Ability to instruct, direct and evaluate subordinate legal employees.   Ability to plan, prioritize, coordinate, and review the work of subordinates in a variety of units and divisions.  Ability to prepare, draft and present documents, operations, and orders of law.  Ability to speak and write effectively.  Ability to meet with legislators, employees, and the general public in order to explain complex rules and policies.  Ability to establish and maintain successful working relationships with associates, representatives of other state and federal agencies, and the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
