BASIC PURPOSE:  To administer fiscal and management information systems operations for the state Community Developmental Services system.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Plans, develops and administers fiscal systems to monitor state and federal funds allocated for services to the developmentally disabled.

 

·        Plans, develops and monitors statewide contracting and reporting policies to provide data for monitoring and evaluating expenditures and costs.

 

·        Administers and coordinates the compilation, interpretation and evaluation of statistical data pertaining to Community Developmental Services.

 

·        Formulates and presents Community Developmental System biennial budget requests to legislature.

 

·        Develops and prepares methodology to evaluate and document costs and cost effectiveness of services provided by community agencies.

 

·        Monitors and interprets cost and billing data to advise management as to issues and courses of action.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific expertise to resolve problems of a specialized or professional nature in a wide range of applications.

 

Impact:  Requires responsibility for achieving major aspects of long-range agency objectives by planning short- and long-term organization goals, reviewing recommendations for procedural changes, and developing or revising program policies.  Errors at this level result in incorrect decisions at an administrative level, and are detected subsequent to implementation in an overall evaluation process.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating system wide policies and procedures.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

 

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires acting as the official representative of the agency, including explaining and defending current and long-range goals or objectives which directly affect public policy decisions regarding major state programs and services.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with major study in business administration, public administration, social work, psychology, or human services administration.

 

Experience:  Seven years' financial experience in the health care industry, three years of which shall have involved administration, planning or consultation.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Extensive knowledge of the problems involving the developmentally disabled.  Considerable knowledge of the requirements for facilities.  Considerable knowledge of the requirements for diagnosis, treatment and rehabilitation of clients.  Knowledge of service-oriented cost accounting techniques, federal funding regulations and health care industry fiscal processes.  Knowledge of the procedures involved in obtaining federal grants to support the construction or alteration of facilities for serving developmentally disabled.  Knowledge of the techniques of supervision.  Knowledge of general mathematics.  Ability to speak effectively before professional groups.  Ability to establish and maintain effective relationships with professional groups, state and federal officials and the general public.  Ability to supervise others.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
