BASIC PURPOSE:  To supervise and coordinate the fiscal activities of one or more accounting, auditing or fiscal service units.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Supervises accounting, auditing and data processing units to coordinate the workflow for fiscal activities.

 

·        Supervises the maintenance of detail and summary data, and assumes full responsibility for control figures.

 

·        Participates in conferences with superiors in discussion of general procedures and policy, and gives advice to resolve technical, fiscal or accounting problems.

 

·        Maintains current information on changing federal requirements to enable proper advice and decisions.

 

·        Plans and assigns work of office staff engaged in the maintenance of financial, budgetary and cost accounts, analysis of records for management purposes, the preparation and vouchering of payrolls and the purchase of supplies and equipment.

 

·        Trains agency accounting staff on procedural and technical matters and reviews work performance of lower level accountants or clerical supervisors for technical adequacy and accuracy.

 

·        Supervises the preparation of complex accounting and operational reports.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and firing employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions under good conditions in a safe working environment.

 

 

 

Physical Demands:  Requires sedentary work, including continuous sitting or occasional standing and walking.

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with major study in accounting or business administration.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Three years' experience in accounting or auditing work, one year of which must have been in a supervisory capacity.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  None required.

 

SPECIAL REQUIREMENTS:

 

For appointment consideration, Accountant III requires that applicants successfully participate in a written examination measuring possession of knowledges, skills and abilities identified as necessary for satisfactory job performance by this class specification.

Ability to follow instructions.  Ability to establish and maintain effective working relationships with employees and government officials.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
