BASIC PURPOSE:  Reviews motor vehicle and police accident reports to determine compliance with financial laws and to ensure accurate procedures are followed for motor vehicle accidents.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Examine motor vehicle accident reports for accuracy and completeness, and determines the possibility of court judgments against uninsured operators.

 

·        Issues registration and license suspension notices when necessary.

 

·        Evaluates returns from insurance companies to determine if individual’s liability coverage meets statutory requirements.

 

·        Reviews legal documents such as writs of summons, bankruptcy filings and court judgments in order to take appropriate action.

 

·        Confers with insurance and legal representatives regarding departmental proceedings for or against their insured or their clients.

 

·        Contacts auto repair center and garages on property damage appraisals and estimates.

 

·        Prepares and maintains updated reports and summaries relating to fatal, non-fatal and property damage motor vehicle accidents for accident prevention programming and statistical purposes.

 

·        Supervises clerical support staff.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires understanding and using business or trades vocabulary or basic arithmetic to perform standard operating procedures.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of other employees doing work which is related or similar to the supervisor, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions under good conditions in a safe working environment.

 

Physical Demands:  Requires sedentary work, including continuous sitting or occasional standing and walking.

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and in making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

MINIMUM QUALIFICATIONS:

 

Education:  Graduation from high school, G.E.D. or its equivalent.

 

Experience:  Two years' experience involving the examination of motor vehicle records or automobile insurance records, or related experience.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Knowledge of New Hampshire Financial Responsibility laws.  Knowledge of automobile and automotive repair terminology.  Knowledge of operating policies and procedures of Financial Responsibility Section.  Ability to accurately determine personal injury and property damage data from written reports.  Ability to apply provisions of motor vehicle laws applicable to financial responsibility.  Ability to supervise.  Ability to prepare appropriate reports.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with co-workers, law enforcement and insurance company personnel and the public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
