- September 15, 2007: New GAL rules take effect.
- July 13, 2007: GAL Board votes to adopt Chapters Gal 100, 200, 400 and 500 of its administrative rules and to readopt with amendments Chapter Gal 300 of its administrative rules, effective September 15, 2007.
- June 29, 2007: Final Proposal of rules of the Gal Board are heard before the Joint Legislative Committee on Administrative Rules (“JLCAR”). JLCAR approves Chapters 100, 200 and 500 and conditionally approves Chapters Gal 300 and 400 subject to alterations requested by the Board, without objection.
- May 25, 2007: Text of Final Proposals for Chapters Gal 100 through 500 of the Board’s administrative rules are established by the Board based upon consideration of public comments and Office of Legislative Services rules staff annotations. Rules are submitted for final steps in administrative rulemaking process of RSA 541-A.
- February 27, 2007: Board announces Spring 2007 training schedule.
- February 9, 2007: Public Comment Hearing held on Initial Proposal for administrative rules, Chapters Gal 100 through 500. Comments from GALs and members of the public are received and considered for inclusion in Final Proposal. Written comments are received and considered both before and after February 20 written comment deadline.
- January 5, 2007: Notices of proposed Gal Board administrative rules (Chapters Gal 100 through 500) are published in the New Hampshire Rulemaking Register. Before and after notice, Board takes additional steps to publicize rulemaking.
- c. December 28, 2006: Public Comment Hearing on proposed rules (Chapters Gal 100 through 500) is noted on Board’s website as set for for February 9, 2007, 2 PM in Room 100 of the State House. Copy of Initial Proposal (and, later, Final Proposal) subsequently posted on GAL Board website. Written comment deadline of February 20, 2007 is noted on website.
- December 11, 2006: GAL Board completes longstanding discussion of changes to existing Chapter Gal 300 and content of new Chapters Gal 100, 200, 400 and 500 of the Board’s administrative rules. Four Initial Proposals are established (Chapter Gal 100; Portions of Chapter Gal 200; Chapters Gal 300 and 400; and Chapter Gal 500 with portions of Chapter Gal 200).
- c. August 29, 2006: In cooperation with the judiciary, GAL Board agrees to court request for a July 1, 2007 date for assuming responsibilities regarding GAL training and oversight, subject to final approval of administrative rules by that date. To this end, Board arranges to:
- Reserve space for Fall GAL training for court-certified GALs;
- Lengthen Board meetings, as necessary, to speed up certification approval process, to ensure no interruption in ongoing cases handled by court-appointed GALs not currently certified by the Board.
- c. August 21, 2006: Administrative Office of the Courts sets July 1, 2007 as date after which only Board-certified GALs will be appointed. Current court-certified GALs who have not taken the training necessary to be certified by the Board will have an opportunity to take training in the Fall. [Note: To be certified by the Board, one must meet Board requirements, including by taking General GAL Training and at least one Area-Specific Training, and must go through the Board’s application process.
