The New Hampshire Department of Transportation's Disadvantaged Business Enterprise (DBE) Program is a Federally mandated program headed by the US Department of Transportation. The purpose of this program is to ensure nondiscrimination in the award of Federally assisted contracts by creating a level playing field on which DBEs can compete fairly.

Federal Highway Administration (FHWA) Goal

In FY 2015 - 2017, the New Hampshire Department of Transportation intends to expend 5.63 % of the Federal financial assistance received from FHWA with small business concerns owned and controlled by socially and economically disadvantaged individuals (DBEs).  It is the intent of the NHDOT that this expenditure is obtained through a race and gender-neutral program.

Notice of proposed Federal Highway Administration DBE Goal for FFY 2018 - 2020

In accordance with the requirements of Title 49 Code of Federal Regulations (CFR) 26.45, the New Hampshire Department of Transportation (NHDOT) is publishing the Federal Highway Administration (FHWA) Disadvantaged Business Enterprise (DBE) goals for the period of October 1, 2017 to September 30, 2020.

This goal shall be applicable to the NHDOT FHWA DBE program.

The overall statewide race neutral DBE goal for projects utilizing FHWA funding shall be 5.7%.

A description of how the goal was determined is available for public inspection during normal business hours at NHDOT’s main office located at 7 Hazen Drive, Concord, NH 03302. The public inspection period shall begin on Friday, June 30, 2017 and end on Friday, July 30, 2017.

In FY 2014-2016, the New Hampshire Department of Transportation intends to expend 1.6 % of Federal financial assistance received from the Federal Transit Administration with small business concerns owned and controlled by socially and economically disadvantaged individuals (DBEs).  It is the intent of the NHDOT that this expenditure is obtained through a race and gender neutral program.
