Consortium Rules and Procedures
The Eastern States Consortium (ESC) has developed three primary documents to guide the administration of the consortium and define the quality control requirements that participating manufacturers must meet. The first document, the Operating Procedures, describes the functioning of the ESC including the documents that manufacturers must submit and the procedures for review of these documents and for conducting plant and laboratory inspections. The qualification of plants, and the reasons for loss of qualification are also included.
The second document, the Quality Control Requirements for HDPE Pipe Manufacturers, outlines the minimum quality control program that manufacturers must implement to participate in the ESC program. The manufacturers program must be based on the testing required in AASHTO M252 and M294 and be documented in a Quality System Manual.

The third document, the Participant Responsibilities, summarizes the responsibilities of the manufacturers, participating states, and the lead state in the ESC program.
