To create a PDF from MicroStation:

1. Issue the Print command.
    
2. Select the NHDOT_PDF_bw.pltcfg plot driver for black and white or NHDOT_PDF_C.pltcfg plot driver to create a color file. 
   
    
3. Set paper sizes and plot scales as you would for any other plotter.  When plotting with pdf raster reference files attached to your dgn check the rasterized printing box.
    
4. When you click you will be prompted for a file name and location.
