NHDOT/FHWA Local Program Administration (LPA) Process Review
 
The New Hampshire Department of Transportation and Federal Highway Administration, New Hampshire Division are partnering to do a Process Review of the Federal aid programs with locally administered projects.

The Department typically refers to these projects as municipal managed.  The projects  are also sometimes administered by other state agencies and Regional Planning Commissions. Therefore, the larger umbrella is known as Local Program Administration (LPA).  These projects are funded through programs such as Transportation Enhancement (TE), Congestion Mitigation and Air Quality (CMAQ), Federal bridge aid, STP Urban, Safe Routes to School (SRTS), Transportation Community System Preservation (TCSP), and earmarks.

The purpose of the review is to “Determine the effectiveness of NHDOT’S communication with local agencies regarding the requirements associated with locally administered Federally funded projects and to assess NHDOT’s processing of invoices on locally administered projects and provide recommendations for improvement.”

The review is focused on two areas:

  • Evaluating how NHDOT communicates program guidelines and requirements to local agencies
  • Assessing the process for handling invoices.

The team consists of staff in both NHDOT and FHWA who are associated with the programs.

An important first step in our review is a survey of our many customers who administer projects and seek guidance and reimbursement.  The surveys available through this web page have been sent to local agencies and consultants, who communities in implementing  projects.  Your input is needed in order for us to complete the review successfully and implement meaningful improvements that will help all of you in future projects.

We would appreciate it if you would take a few minutes to complete the survey and return it to us in hard copy or electronically by March 14, 2008.
