NHDOT has announced a request for proposals, effective July 23, 2007. Applications for reimbursement funding will be accepted by Regional Planning Commissions and the NHDOT until Monday, Sept. 17, 2007. Schools, municipalities and advocacy groups were notified of the SRTS program in February 2007. Many communities have formed task forces and do some initial survey work and planning.
Under the federal program, states are required to use 10 to 30 percent of SRTS funds for the non-infrastructure projects. The balance, 70 to 90 percent, must be spent for infrastructure.
SRTS is a reimbursement program. Local communities must initially raise and spend the money to cover approved expenses. Federal funds will then be funneled through NHDOT to reimburse the localities.
(Costs incurred prior to Federal Highway Administration project approval are not eligible for reimbursement.)
There is no requirement for local matching funds, although communities are encouraged to supplement the limited funding under SRTS with resources available locally or through other state and federal programs.
Based on the experiences in other states, NHDOT anticipates that it will receive applications totaling more than the $1 million per year available in New Hampshire under SRTS. Communities that form effective task forces and come up with the most creative ways to encourage the most students to walk and ride bikes to school will have the competitive advantage when applications are scored.
