Final design and construction services contract for the reconstruction and widening of a 3.5-mile section of the Spaulding Turnpike, beginning just north of the Gosling Rd / Pease Boulevard Interchange (Exit 1) in Newington, continuing across the Little Bay Bridges (LBB), to just south of the Toll Plaza in Dover. The DEIS was published in July 2006, the FEIS is targeted to be completed in November 2007, and the ROD is targeted for early 2008. The final design is expected to include the design of the mainline Turnpike, interchanges, and ancillary local roadways; LBB rehabilitation and major widening; major rehabilitation of the General Sullivan Bridge; seismic retrofit and design of all bridges; utility coordination; environmental elements (i.e. wetland mitigation and stream restoration; archeological investigations, hazmat investigations, stormwater treatment and management); ITS; traffic modeling & signal coordination; soundwall design; aesthetic and landscaping considerations; constructability and traffic management considerations; provisions for future elevated rail; coordination and support for a value engineering study; and continued project website development and management. The purpose of this assignment is to address these structurally deficient bridges. The bridges require preliminary and final design efforts (likely handled as a Part “A”, Part “B” type of assignment) for bridge replacement or rehabilitation, as determined by the initial investigation results and based on future transportation needs in the area. Preparation of contract bridge plans (including roadway approaches), estimates, and documents will be needed for project advertising. Bridge design and highway design efforts are required to complete these tasks.
As part of this assignment it may be necessary to estimate the traffic volumes of I-293 in this area to determine the required/recommended bridge dimensions and TSL for each affected bridge. Some public involvement, planning, traffic, and environmental studies and activities, all as part of the preliminary or final design and engineering efforts, may also be needed. Feasibility studies and cost/benefit evaluations may be needed to determine if ramp consolidation and related traffic issues should be considered. Also, traffic control during construction will be an especially important issue to address as part of the design activities. The intent of this Agreement is to provide the following engineering services on an on-call, as needed basis:
- In-depth inspection of complex bridges (number and location to be determined) in accordance with National Bridge Inspection Standards (NBIS) and FHWA requirements, and shall include preparation of a summary Inspection Report for each complex bridge assigned
- Bridge design consulting services as needed, as assigned
- Emergency response services as needed, as assigned, possibly including expedited design, inspection, and bridge repair services. It is envisioned that these services will be provided through a cooperative partnership between the Department, the Consultant, and a construction Contractor (selected later for specific emergency situations) to provide full services for immediate response and repair of affected bridges during emergencies.
Subsequent to this solicitation, all firms that are invited to submit a Technical Proposal for this assignment shall at that time be able to provide listings of their experience with in-depth inspection, design, and/or rehabilitation/repair of complex bridges, such as moveable bridges, steel arches, and similarly complex bridge structures.
