About the Bureau

Each year, the Department of Transportation implements an average of one hundred and fifty million dollars worth of highway related projects throughout the State, using a low-bid contracting procedure.  The Bureau of Construction has the responsibility of administering these contracts and overseeing the quality of the construction to ensure conformance with plans, specifications and other standards.

The Bureau of Construction has a staff of approximately 100 personnel, consisting of administrative personnel, civil engineers and civil engineering technicians.  Overall, the projects are administered from the Bureau’s main office, which is located in the John O. Morton building in Concord.  When a project is initiated, appropriate field staff is assigned to a temporary office established on the project site to oversee the work.  The field staff conducts inspections and performs tests on the work completed by the contractor, and various records of the work are made.  Payments are made to the contractor based on the progress of the work.  When a project is completed, certain project records are archived for future reference.
