In 2003, the Bureau of Aeronautics produced an update of the 1993 New Hampshire State Airport System Plan to recognize changes in the aviation industry as well as resulting impacts on New Hampshire's airport system. Likened to the 1940 System Plan, the 2003 Plan discusses aviation's past, present and future with a focus on airport preservation. The System Plan Study divided the state into nine regions; each defined based on their socio-economic characteristics (i.e. population, employment, per capita income, regional economy, etc).
