Meeting Minutes of March 5, 2007
The March 5, 2007 meeting of the New Hampshire Board of Dental Examiners convened at 3:00 p.m. with the following members present:

The Board voted to approve the minutes of February 5, 2007 as amended.

- Statutory Proposals
- SB 164 - The Board requested amendments to RSA 317-A. A Senate Committee voted "ought to pass". It now goes to the full Senate before being referred to the House.
- HB 170 - This bill addressing the number of public members on professional boards was voted "inexpedient to legislate".
- Rule Proposals
- Eight Year Re-adoption
- Den 200 - The Board approved a final proposal for submission to the Joint Legislative Committee on Administrative Rules.
- Den 300, 400, and 500 - The Board voted to re-adopt.
- Conscious Sedation - Dental Society. The New Hampshire Dental Society has asked the Board to nominate a Board member for appointment to a Dental Society task force to develop guidelines for conscious sedation. These guidelines will be submitted to the American Dental Association. The Board nominated its vice president, Eliot L. Paisner, DMD.
- Diplomates and Licensure - In answer to a question as to whether the Board gives special consideration in the licensure application process to diplomates of the American Board of Periodontology, the Board advised that it does not give special consideration to diplomates of any dental specialty.
- Hepatitis-C - Dentists, dental hygienists, and dental assistants are required to follow the infection control recommendations of the American Dental Association, pursuant to RSA 317-A:17(g)(1).
- Board Roster, Committees, and Staff - The Board updated this form.
- Biennial Registration - The Board's administrative assistant, Tina Kelley, informed the Board that the biennial registration of dental hygienists is proceeding smoothly. Registration forms were mailed before February 15, 2007. The registration period ends on March 31st.

QUALIFICATION AND LICENSURE
- PUBLIC HEALTH SUMMARY REPORTS
The Board voted to accept the reports of the Milford School Dental Clinic and the Moultonboro Central School.
- CEU EXTENSION REQUEST
* The Board voted to approve a 30 day extension to complete required continuing education to Lynn T. Martin, RDH. The late fee and future audit will not be waived.
- CONTINUING EDUCATION
The Board voted not to approve a course proposed by James P. Cassidy, DMD because the course did not meet the requirements of administrative rule Den 403.07.
- ANESTHESIA EVALUATION
The Board voted to approve the evaluation of the facility, equipment, drugs and staff of the office of Vince Albert, DMD as they pertain to the administration of general anesthesia and conscious sedation.
- FOREIGN GRADUATE RADIOLOGY
The Board voted to allow a graduate of a foreign dental school to perform dental radiography after she passes the radiology examination of the Dental Assistant National Board.

Members of the Board voted unanimously, unless otherwise indicated.
Members of the Board voted unanimously to go into non-public session for the purpose of discussing investigations of alleged licensee misconduct, noting that such a non-public session is authorized by RSA 91-A:3 and the Board's executive and deliberative privileges.
