The Governor and Executive Council met on Wednesday March 4, 2009 in the Governor/Council Chamber at the State House in Concord, NH and considered an agenda of over 65 items.

The next scheduled Governor and Council Meeting will be held on Wednesday April 1, 2009 at 10:00 AM in the Governor/Councilor Chamber at the State House, Concord, NH.

The following authorized items might be of interest to District Three constituents.

OFFICE OF ENERGY AND PLANNING
Authorized to enter into a retroactive contract with International Institute of Boston, Boston, MA, through its subsidiary the International Institute of NH, to provide direct services to NH refugees in the amount of $38,764. Effective October 1, 2008 through September 30, 2009. 100% Federal Funds. (Services will be provided to refugees currently residing, and those to be resettled in, Belknap, Carroll, Cheshire, Coos, Grafton, Hillsborough, Merrimack, Rockingham, Strafford, and Sullivan Counties.)
Authorized to enter into a retroactive contract with Lutheran Community Services of NH Inc., Concord, NH, to provide direct services to NH refugees in the amount of $27,276. Effective October 1, 2008 through September 30, 2009. 100% Federal Funds. (Under this contract, LSS agrees to provide refugee employment, English for speakers of other languages, cultural adjustment, health-related, and interpreter services. Services will be provided to refugees currently residing, and those to be resettled in, Belknap, Carroll, Cheshire, Coos, Grafton, Hillsborough, Merrimack, Rockingham, Strafford, and Sullivan Counties.)

OFFICE OF THE ADJUTANT GENERAL
Authorized that Lieutenant Colonel Richard P. Greenwood, Stratham, NH, be confirmed for promotion to the rank of Colonel, NH Air National Guard.
Authorized that Lieutenant Colonel Peter F. Sullivan Jr., Hampton, NH, be nominated for promotion to the rank of Colonel, NH Air National Guard. This officer meets all prerequisites for this grade, having been found to be physically, mentally, morally, and professionally qualified.

DEPARTMENT OF ADMINISTRATIVE SERVICES
Authorized to enter into a contract with Snowden Associates/SCI, Portsmouth, NH, to provide executive search services in an amount not to exceed $27,500. The executive search contract is to help recruit the right candidate for the State Comptroller position. This critical position has been vacant for two years. Effective upon G&C approval through March 31, 2010. 100% General Funds.

NEW HAMPSHIRE DEPARTMENT OF AGRICULTURE, MARKETS & FOOD
Authorized Division of Pesticide Control to enter into a Cooperative Project Agreement with the University of NH, Office of Sponsored Research, for the advancement of research and assist in the promotion of Integrated Pest Management practices in NH in the amount of $19,609. Effective upon G&C approval through December 31, 2009. 100% Other (Integrated Pest Management) Funds. (Teaching IPM Concepts to Farmers to Minimize Pesticide Risks, and finds they exemplify good practices associated with Integrated Pest Management. The educational aspect of the projects and the efforts of UNH Extension will provide the Management. The educational aspects of the projects and the efforts off UNH Extension will provide the best methods for controlling pests common to farms in New Hampshire and will serve the benefit of many throughout the State.)

Effective upon G&C approval through December 31, 2009. 100% Other (Integrated Pest Management) Funds. The research and educational aspects of the projects associated with the efforts of UNH Extension identify and establish the presence and treatment methods for pests common to apples, stone fruits, vegetables, and flowers. They will undoubtedly serve the benefit of many throughout the State. The attachment summarizes each project and the dollar amounts associated with them.

DEPARTMENT OF RESOURCES AND ECONOMIC DEVELOPMENT
Authorized to accept and expend $9,238.86 from the Federal Emergency Management Agency via the State Office of Emergency Management in order to reimburse eligible expense for mitigating wind-related damages suffered on public lands in Belknap and Rockingham counties during the July 24, 2008 tornado. 100% Transfer – FEMA Funds. 

NEW HAMPSHIRE FISH AND GAME DEPARTMENT
Authorized to enter into a contract with MSC Civil Engineers & Land Surveyors, Portsmouth, NH, to conduct boundary survey work on the Bellamy River (Dover) and Connor Farm (Exeter) Wildlife Management Areas in the amount of $10,600. Effective upon G&C approval through June 15, 2009. 100% Wildlife Habitat Conservation Funds. (The New Hampshire Fish & Game Department is owner of lands throughout the state referred to as Wildlife Management Areas. As steward of these properties it is necessary Fish & Game delineate and maintain in good order the appearance of boundary lines for these properties for the benefit of the public and abutting landowner. Under the departments boundary management program survey and maintenance is contracted through qualified licensed contractors to achieve the goals of the long-term boundary management program. Therefore, it is under this program the Department plans a partial boundary survey and maintenance of the Bellamy River complete boundary survey and maintenance of the Connor Farm and WMA’s.)

DEPARTMENT OF ENVIRONMENTAL SERVICES
Authorized to enter into an agreement with Aquatic Control Technology Inc., Sutton, MA, for the purpose of milfoil control activities in Long Pond, Danville, NH, in the amount of $12,200. Effective upon G&C approval through December 31, 2009. 100% Lake Restoration Funds.
Authorized to award a Local Source Water Protection grant to LifeWise Community Projects Inc., Hampton, NH, to complete a project to protect drinking water from contamination in the amount of $20,000. Effective upon G&C approval through June 30, 2010. 100% Federal Funds. (LifeWise Community Projects, Inc., a group whose mission is to activate citizen participation toward the advancement of community service and civic affairs, will use its funds to continue its statewide education program for middle school children of private and public schools. The project will consist of demonstrations where students will learn about watersheds, aquifers, groundwater, surface water, and pollution. Students and teachers will also learn about their school’s public supply and the Department’s Project WET program.)
Authorized a Supplemental Loan Agreement with the City of Portsmouth, which lowers the Original Loan Agreement by $24,801.43 from $759,000 to $734,198.57, and finalizes the loan amount used to finance sewerage improvements. Effective upon G&C approval.
Authorized a Supplemental Loan Agreement with the City of Portsmouth, which lowers the Original Loan Agreement by $3,591,862.79 from $9,100,000 to $5,508,137.21, and finalizes the loan amount used to finance the Long Term Control Plan, Phase III. Effective upon G&C approval. 100% Loan Repayment Funds. 
Authorized a Supplemental Loan Agreement with the City of Portsmouth, which lowers the Original Loan Agreement by $11,437.53 from $700,000 to $668,562.47, and finalizes the loan amount used to finance the Lower Court Street Reconstruction/Utilities Upgrade. Effective upon G&C approval.   100% Loan Repayment Funds. 

DEPARTMENT OF HEALTH AND HUMAN SERVICES
Division for Children, Youth & Families
Authorized to provide Licensed Plus quality child care awards in the amount of $1,411 to two Licensed Plus child care providers throughout the State of NH. Effective upon G&C approval through June 30, 2009. 100% Federal Funds. (The eligible Licensed Plus child care providers and the incentive award amounts follow: The Hub Family Resource Center, Dover, NH, $558.00; Flemming Holdings, LLC, Imprints Day School, North Hampton, NH, $853.00  Geographic area to be served: Statewide.
Division for Juvenile Justice Services
Authorized to accept and expend carryover balances from the previous fiscal year from the US Department of Justice, Office of Juvenile Justice and Delinquency Prevention in the amount of $416,517. Effective upon G&C approval through June 30, 2009. 100% Federal Funds. Fiscal Committee approved. (Geographic area to be served: Statewide.)
Office of Medicaid Business and Policy
Authorized to amend a sole source contract with Schaller Anderson Medical Administrators, Incorporated, Phoenix, AZ, (previously approved by G&C on 1-10-07,item #74), to expand the existing scope of services. Effective retroactive to January 1, 2009 through February 28, 2010. No additional Funds are required for this amendment. 50% Federal, 50% General Funds. (Geographic area to be served: Statewide.

DEPARTMENT OF EDUCATION
Authorized to enter into a sole source contract with the Institute on Disability, University of NH, Office of Sponsored Research, Durham, NH, to complete dropout prevention grant work entitled Achievement for Dropout Prevention and Excellence II, in the amount of $435,723. Effective upon G&C approval through September 30, 2009. 100% Federal Funds.

DEPARTMENT OF SAFETY
Authorized Division of State Police to retroactively pay Northeast Scales Company Inc., Auburn, NH, the amount of $4,470.37 for emergency repairs to the southbound weigh station in Windham, NH, in SFY 2008, using SFY 2009 funds. Effective upon G&C approval. 100% Highway Funds. 
Authorized Division of State Police to enter into a sole source multi-year contract with Northeast Scale Company Inc., Auburn, NH, for the purpose of providing preventive maintenance, certification and repair to the scale systems located at the weigh stations on Interstate 93 in Windham in an amount not to exceed $114,005. Effective upon G&C approval through June 30, 2011. 100% Highway Funds.
