May 12, 2008 Concord, NH - Listed below are some of the items that were approved at the Governor and Council Meeting, May 7, 2008,that might be of interest to District Two constituents.
The next scheduled Governor and Council meeting will be held in The State House in Concord, New Hampshire on May 21, 2008.
DEPARTMENT OF ADMINISTRATIVE SERVICES
Authorized to accept a sculpture from the NH Council on the Arts to be placed on the front lawn of the State Library. The sculpture entitled Dioria, was created by Gary Haven Smith of Northwood, NH
EMPLOYMENT SECURITY
Authorized to amend a contract with Deloitte Consulting LLP, Boston, MA (previously approved by G&C on 10-25-06, #46), for additional enhancements of Unemployment Insurance processes and systems, by increasing the amount by $488,647 from $11,400,000 to $11,888,647. Effective upon G&C approval through June 30, 2010. 100% Federal Funds.
DEPARTMENT OF RESOURCES AND ECONOMIC DEVELOPMENT
Authorized Division of Economic Development to enter into a contract with the Franklin Business & Industrial Development Corporation, Franklin, NH, to facilitate the revitalization planning for downtown Franklin in the amount of $10,000. Effective upon G&C approval through June 30, 2008. General Funds.
Authorized Division of Forests and Lands to enter into a contract with Deirdre Brickner-Wood, Durham, NH, for the coordination of land protection activities under the Federal Forest Legacy Program in the amount of $20,000. Effective May 1, 2008 through June 30, 2009. 100% Federal Funds.
DEPARTMENT OF ENVIRONMENTAL SERVICES
Authorized to enter into a sole source memorandum of Agreement with the US Geological Survey, Pembroke, NH, to develop probabilistic models to predict arsenic occurrence in drinking water wells in NH in the amount of $41,075. Effective upon G&C approval through September 30, 2008. 100% Other Funds – Pass Thru Federal Funds.
DEPARTMENT OF HEALTH AND HUMAN SERVICES
Division for Juvenile Justice Services
Authorized to accept a monetary donation from the Wild Rover Pub of Manchester, NH, in the amount of $1,000.
Division for Children, Youth & Families
Authorized to provide Licensed Plus quality child care awards in the amount of $187,348.80 to a total of thirty-six Licensed Plus child care providers throughout the State of NH. Effective upon G&C approval through June 30, 2008. 100% Federal Funds. Rochester Child Care Center will receive $22,027, Tender Years Child Care & Learning Center, Allenstown, $4,314.79 and Wonderworks Learning Center, Crotched Mountain Rehabilitation Center, Greenfield, $1,953.36.
Division of Public Health Services
Authorized Bureau of Community Health Services, Maternal and Child Health Section, Childhood Lead Poisoning Prevention Program, to exercise a contract renewal with Avis Goodwin Community Health Center Inc., Dover, NH, (previously approved by G&C on 5-16-07, item #109), to provide community based childhood lead poisoning case management and prevention activities, by increasing the amount by $5,000 from $5,000 to $10,000, and by extending the completion date to June 30, 2009. 74% Federal, 26% General Funds.
Bureau of Elderly & Adult Services
Authorized to amend an agreement with VNA at HCS Inc., Keene, NH, (previously amended by G&C on 1-16-08, item #137), to provide Adult In-Home Care, Transportation, Adult Group Day Care, and Nutrition services, by increasing the amount by $21,298.92 from $3,728,403.73 to $3,749,702.65. Effective retroactive to January 1, 2008 through June 30, 2009. 57% Federal, 43% General Funds.
Authorized to amend an agreement with Community Alliance of Human Services Inc., Claremont, NH, (previously amended by G&C on 1-16-08, item #128), to provide Transportation services, by increasing the amount by $28,310.38 from $118,765.11 to $147,075.49. Effective retroactive to January 1, 2008 through June 30, 2009. 67% Federal, 33% General Funds.
Authorized to amend an agreement with Somersworth Housing Authority, Somersworth, NH, (previously amended by G&C on 1-16-08, item #119), to provide Nutrition services, by increasing the amount by $10,070.73 from $1,004,870.95 to $1,014,941.68. Effective retroactive to January 1, 2008 through June 30, 2009. 54% Federal, 46% General Funds.
Authorized to amend an agreement with Newport Senior Center Inc., Newport, NH, (previously amended by G&C on 1-16-08, item #110), to provide Nutrition services, by increasing the amount by $6,310.85 from $1,150,899.51 to $1,157,210.36. Effective retroactive to January 1, 2008 through June 30, 2009. 59% Federal, 41% General Funds.
Authorized to amend an agreement with The Visiting Nurse Association of Franklin, NH, (previously amended by G&C on 1-16-08, item #97), to provide Homemaker services, by increasing the amount by $10,740 from $147,174.52 to $157,914.52. Effective retroactive to January 1, 2008 through June 30, 2009. 7% Federal, 53% General Funds.
Authorized to amend an agreement with Community Action Program Belknap and Merrimack Counties Inc., Concord, NH, (previously amended by G&C on 1-16-08, item #117), to provide Nutrition and Transportation services, by increasing the amount by $301.15 from $3,239,890.45 to $3,239,589.30. Effective retroactive to January 1, 2008 through June 30, 2009. 100% General Funds.

Authorized to accept a monetary donation from Charles & Margaret Hurll, Royal Palm Beach, FL, in the amount of $100.
Bureau of Developmental Services
Authorized to conduct up to 12 educational employment forums with an estimated total cost of $32,100 for Medicaid eligible participants. (2) Further Authorized to enter into a service agreement with the Granite State Independent Living, Concord, NH, to provide benefits and Work Incentives workshop presentations, counseling, and information at 12 educational employment forums, for a total cost of $18,000. Effective upon G&C approval through June 30, 2009. 100% Federal Funds. The forums will be held in Concord, NH on June 25th and Rochester, NH on November 19th.
POSTSECONDARY EDUCATION COMMISSION
Authorized to enter into a sole source agreement with the University of New England, Biddeford, ME, to provide for the enrollment of up to five students for each class year in the College of Osteopathic Medicine in the amount of $25,000. Effective upon G&C approval through June 30, 2010. General Funds.
NH BOARD OF NURSING
Authorized to accept and expend $42,020 in grant funds from the National Council of State Boards of Nursing, to aid in a smooth implementation of the Criminal Background Checks and fingerprinting for NH state nurses. Effective upon G&C approval through June 30, 2009. 100% Other Funds.
DEPARTMENT OF TRANSPORTATION
Authorized the request of the Bureau of Right of Way for appointment of new Highway Layout Commission members for the Rochester project as the former Commission Members are no longer available. The new members are:
Shawn Mickelonis, East Rochester; William Brennan, Rochester and Robert Watson, Rochester, NH.
Authorized Bureau of Construction to enter into a contract with Frank W. Whitcomb Construction Corp., Walpole, NH on the basis of a low bid of $1,853,185.05 for replacing the NH 123/NH 12A bridge over the Cold River and associated roadway approach work. Effective upon G&C approval through August 7, 2009. (2) Further Authorized a contingency in the amount of $185,318.51 for payment of latent conditions, which may appear during the construction of the project. 80% Federal, 20% Highway Funds.
